00:00Projects against flood and water supply are considered as veto or removed by the President.
00:06That and other contents of the 2025 National Budget were covered by GMA Integrated News.
00:12This was brought to you by Ivan Mayrina.
00:19Yesterday, the President approved the 2025 National Budget.
00:22The 181 projects under the Department of Public Works and Highways
00:28worth a total of 26 billion pesos.
00:31That's just a small percentage of the total of 288 billion pesos
00:35that was approved by the youth in the version approved by the Bicameral Committee
00:39and not in the original National Expenditure Program that was first adopted by the President in Congress.
00:44In the GMA News Research,
00:46almost all of the projects were vetoed,
00:48flood control projects,
00:50projects for water supply,
00:52and there were also projects that were vetoed in the budget for multipurpose buildings.
00:56Flood control projects in Region 3 or Central Luzon, Bicol Region, Metro Manila and Ilocos Region
01:03were the biggest projects that were vetoed.
01:07However, the DBM explained that this does not mean that flood control or water supply is not a priority.
01:13The projects that are not implementation ready or ambiguous projects were removed.
01:18They identified projects in places that are not on the map.
01:24That's why we did not include them.
01:26More than 168 billion pesos of unprogrammed appropriations
01:30or items in the budget that have not yet been clearly obtained by the funds.
01:33Among those, there are almost different funds for aid,
01:36like 50 billion for 4Ps,
01:381 billion for Pambansang Pabahay,
01:41and 1 billion for the pension of social indigents.
01:44Almost 77 billion was also removed for priority social programs,
01:49for health facilities, TESDA, CHED, and others.
01:52The President first explained that 300% of the unprogrammed appropriations were removed
01:58because the BICAM budget was cut and it needs to be removed
02:01so that the budget deficit will not increase or the budget will be short
02:05compared to the government's income.
02:06What was not removed, but the funds were cut,
02:09the 26 billion pesos in the amount of aid for Kaposang Kita or ACAP,
02:13which some say is like pork barrel for the legislators and can be used in the campaign.
02:19ACAP in 2025 is the second year in the budget.
02:22Now in 2024, according to the DSWD,
02:25almost 5 million beneficiaries benefited from ACAP,
02:28including farmers and fishermen.
02:31In 2025, not only the DSWD, but also DOLE and NEDA will decide who will receive it.
02:37That is why the President objected to the conditional implementation.
02:42It should be seen that not only the DSWD, but also DOLE and NEDA
02:48so that we can assure that the use of funds will go in the right direction.
02:55DOLE is involved because they will be able to identify
03:02who are the minimum rich earners, the Kaposang Kita.
03:08But in an interview with Executive Secretary Lucas Bersamin yesterday,
03:12he said that the role of local officials
03:15is crucial when it comes to the acceptance of ACAP.
03:18Don't be naive.
03:20Always in our life in the Philippines,
03:25there must be some people who initiate.
03:28That's the thinking that you should have about this.
03:32Be broad-minded about it.
03:34The government doesn't know all the difficulties.
03:37It should come from the lower levels.
03:41So they said, Mr. Executive Secretary, ACAP needs this.
03:45We don't know all the people who are in need,
03:48who are having a hard time.
03:51That's why we have this interaction.
03:55For GMA Integrated News, Ivan Mayrina for Tutok, 24 Hours.
04:01The whole community is happy for the end of the traditional year
04:05of the Pagkalog Festival in Barangay Santolan in Pasig.
04:10And live from there is Mark Salazar.
04:13Mark!
04:18Vicky, we will meet at the Lubong Street Party
04:21here in Barangay Santolan in Pasig City.
04:25It's unique.
04:26They are really happy to be here in Lubong
04:28because why not?
04:30If you are in your Esquinita,
04:32if you are in your Purok,
04:34and if you are in your Barangay in Lubong,
04:36you will surely be happy.
04:46Vicky, this is their New Year's Eve Party
04:48of the residents of Santolan,
04:50their community celebration.
04:52They will be welcoming their neighbors.
04:55They call this the Pagkalog Festival.
04:58It's been a tradition for many years.
05:01This is their warm-up before the countdown later.
05:04They will be having lechon later.
05:06As you can see, the community bonding is already happy.
05:09Once the food is ready,
05:11for the neighbors,
05:13it's their lunch now.
05:15But later, it will be eaten.
05:17The party energy is sustained here,
05:19Vicky, Kapuso,
05:21because there is a live band all night long.
05:24And at 12 o'clock later,
05:27their community fireworks display
05:30Again, the fireworks are prohibited here.
05:32They have a community fireworks display here
05:35as their welcome to Magarbong 2025.
05:39Vicky.
05:40Thank you very much, Mark Salazar.
05:44The elders of Santolan,
05:46the elders,
05:48they are the ones who made it a trend
05:50that the fireworks are prohibited.
05:52The fireworks are prohibited.
05:54They will just have lechon.
05:56Everyone can come.
05:58Anyone who wants to come can come.
06:01Many of the elders of Santolan
06:04who are in charge of this,
06:06they will have lechon.
06:08We are just a memory.
06:10Until they are gone,
06:12we have returned.
06:18Vicky, those are the Santolenos.
06:20They are the second generation of lechoneros
06:23here in Santolan, Pasig City.
06:25Back to you, Vicky.
06:27Wow, enjoy your lechon, Mark.
06:29Thank you very much, Mark Salazar.
06:33The Common Fireworks Zone in Malabon
06:35where there is a total ban on fireworks
06:37according to the police,
06:39the number of fireworks is decreasing
06:41but there are young people
06:43who seem to not care
06:45and still blame the illegal fireworks.
06:48Tune in live,
06:49Maris Imal.
06:52It's fun, but it's still safe
06:54to celebrate the new year
06:56with the aim of restoring
06:58the Common Fireworks Zone
07:00to the communities
07:02like here in my hometown,
07:04here in Barangay 9,
07:06in Caloocan City
07:08and also where we went earlier,
07:10in Malabon.
07:14Is there a total ban on fireworks
07:16here in Malabon?
07:18But DEDMA,
07:20the local government,
07:22has issued an order
07:24to stop the illegal fireworks
07:26in the middle of the road.
07:28The five-star, Lolo Thunder
07:30and Kuytis are also allowed
07:32to fireworks.
07:34The 13-year-old,
07:36who we talked to,
07:38is still allowed
07:40to fireworks later
07:42to celebrate the new year.
07:44Aren't you afraid
07:46that you might get hit?
07:48It's a new year.
07:50Let's just play
07:52or watch firework displays
07:54so that there won't be
07:56a disgrace.
07:58That's why Barangay Tugatog
08:00has decided to go home
08:02to remember the strict
08:04ban on construction,
08:06sale, distribution
08:08and use of fireworks
08:10to the residents
08:12of Plaza Diwa in Barangay Tugatog
08:14and Malabon People's Park
08:16where the Malabon LGU
08:18Common Fireworks Resort is located.
08:20It's a big deal.
08:22The space in these two parks
08:24in Malabon is spacious.
08:26We can avoid
08:28incidents,
08:30especially fires.
08:32We won't let
08:34the children
08:36have a peaceful
08:38celebration of the new year.
08:40The police said that
08:42the cases of fireworks in Malabon
08:44are due to the importance
08:46of the Common Fireworks Zone.
08:48The number of injuries is high.
08:50Actually, in 2024,
08:52when Christmas came,
08:54in Malabon City,
08:56there were no incidents
08:58regarding firecrackers.
09:00It's not safe
09:02to throw fireworks
09:04because there's a fine of P1,000.
09:06Aside from confiscating the fireworks,
09:08they can also cancel
09:10the manufacturer's permit.
09:12The Common Fireworks Zone
09:14is a basketball court.
09:16Aside from the open space,
09:18barangay personnel are also on duty
09:20and mini firetrucks are also on duty
09:22for any emergency.
09:26There are still
09:28some children
09:30who are happy with the new year
09:32and the barangay officials
09:34are watching them closely.
09:36They are only using
09:38torotot and lights
09:40to make sure that their fingers
09:42and parts of their bodies
09:44are safe and complete
09:46for the new year of 2025.
09:48Happy New Year, Emil!
09:50On behalf of Ms. Vicky and Ara,
09:52Happy New Year! Thank you very much.
09:54Mariz Umali.
09:58The whole world is ready
10:00for the new year of 2025.

10:20But wait!
10:22There are still 4 hours left
10:24for the new year to come.
10:26If we are still waiting.
10:28Did you know that Keresma Island
10:30in the Republic of Kiribati

10:42They visited several places in New Zealand
10:44such as Chatham Islands, Auckland
10:46and its capital, Wellington.
10:48We, Filipinos, are celebrating
10:50the new year of Beijing in China,
10:52Hong Kong, and Singapore.
10:54While the last inhabited
10:56or inhabited places
10:58to celebrate the new year
11:00are New Island
11:02and American Samoa in the South Pacific.
11:04But if we include the uninhabited
11:06islands, Baker Island
11:08and Howland Island
11:10are the last on the list.
11:12Always remember that what's important
11:14is what you know.

14:09You're from the province.
14:16The on-ground show
14:18will start at 6pm.
14:20And later, at 10.30pm,
14:22you'll be able to watch

14:38That's the latest. Back to you.
14:40Thank you very much,
14:42Aubrey Carampel.
14:44Meanwhile, instead of celebrating,
14:46they'll be using gimmicks
14:48like costume parties and contests
14:50to celebrate Tondo
14:52for the new year.
14:54Raffi P. is live.
14:56Raffi.
15:00Emil, I'm here
15:02at Barangay 155 in Tondo, Manila
15:04where their costume party and contest
15:06program has already started.
15:08And here are some of their contestants.
15:10They're waiting for other contestants
15:12like Shuibab, a gay-based woman
15:14Balhang, Chanak
15:16Emil, almost all of them
15:18are here.
15:20Of course, this is what they're doing
15:22instead of fireworks.
15:24Since the fire started
15:26in this place, it has become
15:28a tradition to do this
15:30every year to celebrate the new year
15:32so that it's not dangerous
15:34to get burned.
15:36Because of the fire, instead of fireworks,
15:38this is what they're doing instead of fireworks.
15:40It's inevitable that there will still be fireworks
15:42this year, but it's already a big deal
15:44compared to the past years.
15:46In our tour of other parts of Tondo,
15:48there are times when residents
15:50stop traffic on the road
15:52to wait for their powerful fireworks to explode.
15:54Although this is not encouraged
15:56by the officials of the barangay here,
15:58it's just a game for the motorists
16:00and no one is complaining.
16:02But for the captain of Barangay 155,
16:04this kind of community celebration
16:06instead of fireworks is better.
16:08This is what the captain of Barangay 155
16:10said in Tondo, Manila.
16:12It's better now
16:14compared to other activities.
16:16Yes, yes,
16:18compared to fireworks.
16:20When it comes to fireworks,
16:22it's a bit dangerous.
16:24You know that.
16:26We also got burned in 2016.
16:34This is not Halloween,
16:36but look at the contestants here.
16:38There's a woman with a beard.
16:40What's her name?
16:42Lobby.
16:44Okay.
16:46Where are you from?
16:48I'm from Pabella Hospital.
16:50Okay.
16:52These are the characters we'll see here
16:54because they're also wearing a basa.
16:56These are the people around Tondo, Manila.
16:58Again, just for fun.
17:00They said that they'd like
17:02this more.
17:04Here's another one.
17:06There's a lot of people here.
17:08Even kids are here.
17:10There are costumes
17:12and prizes
17:14for the kids who joined
17:16their costume party.
17:18Again, instead of fireworks,
17:20this is what they're doing
17:22to save their celebration in 2025.
17:24That's the latest from Barangay 155.
17:26Thank you very much, Rafi Tima.
17:30And those are the news
17:32this last Tuesday
17:34of 2024.
17:36That's it for now.
17:38I'm Vicky Morales for
17:40Mas Malaking Misyon.
17:42I'm Emil Sumangyo
17:44for Mas Malawak na Paglilingkod sa Bayan.
17:46And from GMA Integrated News,
17:48the news authority of the Philippines,
17:50we learned 24 hours.
18:04.
