00:00workers are working in infrastructure development, whose number is 6 crores.
00:04Can they be brought under the ESI and EPFO coverage with the contribution of the money
00:10they have collected from the state welfare boards?
00:14We have asked the government to make a policy on this.
00:18And Madam has agreed.
00:20She has requested the Labour Secretary to give a note to the construction workers,
00:27the scheme workers, who are working in infrastructure development.
00:37What is the reason behind this?
00:41The reason is that when the government brings in informal economic workers
00:46under social security, the government says we don't have funds.
00:51So the government has to collect funds from somewhere.
00:54So when the government can impose this rule for any specific work in India,
01:00then the super-rich, who pay taxes at a higher rate,
01:04can be provided with 2% of that money to provide social security to informal economic workers.
01:11This can lead to a new concept of easy ease of living in the country.
01:19I am Dr. Virat Jaiswal, General Secretary, National Front of Indian Trade Union.
01:24A lot of issues have been raised in the budget.
01:27Hopefully, this will prove to be a good budget for sustainable development.
01:33The issues we have raised are mainly on the gig economy.
01:38According to the NITI Aayog report, the number of gig workers and platform workers is 1.5 million.
01:45In 2029, it will be 9 million.
01:49This is the future of work.
01:51For the first time, the government has included these workers in the Social Security Act 2020 and Social Security Code 2020.
02:01So we have requested the Minister to start funding gig workers
02:07and start funding the companies working on such platforms
02:11so that ultimately job creation can happen.
02:14Secondly, we talked about skill development.
02:16The skill ecosystem needs to be strengthened.
02:20The role of the trade union is also very important in skills.
02:26Thirdly, we talked about health.
02:28A lot of budget has been allocated for health.
02:32But in the sub-standard medicine and food adulteration,
02:36the government needs to allocate funds to build laboratories.
02:41We told the government that a lot of funds are already being allocated in the education system.
02:49In that too, the commercialization of education should be stopped.
02:55And the last issue was the Decent Work Country Programme.
02:59We have a tripartite agreement between the government, employers, workers and ILO.
03:05According to the International Labour Organization and the Constitution of India Article 51,
03:11we should respect this.
03:13The United Nations is a part of the ILO and we are the founder members of the ILO.
03:17So we are governed by this.
03:20So we should respect this and give funds to the Ministry of Labour.
03:27I am Bhajan Singh Sidhu.
03:29I am the General Secretary of the Hindu Madhur Sabha.
03:32In this pre-budget consultation,
03:34the Finance Minister has said that
03:38in the organised sector of the country,
03:41in the government sector,
03:43there are railways, port and dock, coal mines,
03:46more than 50 lakh vacancies have been vacant for the past few years.
03:51And there are about 3 lakh vacancies in the railways.
03:54They have not been filled for the past few years.
03:56For which there is no need for any sanctions.
03:58They are already sanctioned.
03:59They are in the book of sanctions.
04:00And you want to give 2 lakh crores to the owners of 500 companies in the last budget
04:06with the incentive that they will create jobs.
04:08So what we are saying is that the taxpayer money,
04:11the jobs that you have already created,
04:13you should pay them first.
04:15And after that, talk about something else.
04:17And today in the country,
04:19according to our formula,
04:23every worker in the country needs a minimum wage of 26,000 rupees.
04:28And there should be a D.A. link with it.
04:30As inflation increases, they will get their D.A.
04:34And at an old age, after 60 years of retirement,
04:37every worker in the country should get at least 9,000 rupees pension to stay alive.
04:42And its link should also be with the D.A.
04:45And we have put all these issues in front of them
04:48that you should give funds in the allocation of health care.
04:52You are looting people in private hospitals.
04:55Doctors are vacant in government hospitals.
04:57There is no medicine there.
