02:48According to the Metropolitan Manila Development Authority, or MMDA,
02:52in 2023, there were more than 30,000 road crash incidents involving motorcycles.
02:59This is higher than in 2022.
03:02Every day, almost 60 people are involved in motorcycle road accidents.
03:08And more than 200 people were injured in 2023.
03:15Some of these accidents were captured by video.
03:21Accidents that could have been avoided if traffic rules were followed.
03:26The number of cases of accidents is high.
03:31And the reason why this happened is because of their lack of knowledge of the driver factors.
03:37That's why the LTO, if you noticed, is implementing a law,
03:44which is Republic Act 10930,
03:47for new drivers who want to get a license,
03:51they need to go through a theoretical driving course.
03:55To aid the lack of knowledge of the drivers,
03:59and of course, in the behavior of the LTO,
04:01we have these seminars on education.
