The Minneapolis City Council on Monday approved an agreement with the federal government to overhaul the city's police training and use-of-force policies in the wake of the murder of George Floyd.

00:10accountability in our communities
00:13This is an incredibly important agreement. It's a good agreement. Success will require buy-in
00:20buy-in from the Minneapolis Police Department and the officers that are charged with protecting and serving every
00:26resident and every visitor to our city
00:29Success will require strong community partnerships and collaboration across many neighborhoods
00:35success will require consistency clarity and
00:39accountability across
00:41elected leadership and that includes me the consent decree that we are announcing today is robust and
00:47Comprehensive in scope the decree focuses on four core goals promoting
00:53constitutional policing
00:55strengthening trust and public confidence in law enforcement
01:00promoting public safety and ensuring freedom from
01:04discrimination and bias
01:06The decree sets forth remedies to address the problems identified in our findings these remedies include
01:14limiting use of force
01:16closely regulating or
01:18Eliminating some types of force altogether and adopting a system to thoroughly and fairly investigate uses of force
01:26ensuring officers
01:28Intervene to prevent unlawful uses of force and that they seek prompt medical care as needed. I want to make it clear
01:35This is not the beginning of our efforts to reform
01:39much of the hard work to improve this department has already been underway as
01:44part of our settlement agreement with the state of Minnesota
01:48This agreement builds upon those efforts and sets a framework to guide continuing transformation
01:55In accordance with our state settlement agreement, we have been revising our policies to provide clear consistent guidance to our officers
02:03And we have been investing in additional training so that our officers can have the tools
02:08Skills and knowledge that they need to succeed
02:12This includes seeking community feedback in our policy and training development so that the community can have a voice in this process
02:20Dozens of new policies and trainings are in the process of being implemented and will soon be implemented this year
