00:30This is the reflection of the Safranization agenda of the central government.
00:58What we see in this is over-centralization.
01:03This is against the federal principles upheld by the nation.
01:07Earlier, we used to get ample scope for regulating the universities in the states.
01:17Public universities are funded by state governments and all the supports are given by the state
01:26governments.
01:28But now, against the previous experiences, over-centralization is being undertaken by
01:36the central government through the UGC.
01:39UGC is meant for providing guidelines for the proper functioning of the higher education
01:47institutions.
01:51But recently, it has started to procure all sorts of interventions in higher education
02:01sector by rigid regulations.
02:08That is what we see here and attempt to dilute academic quality can be seen in the recently
02:16published draft regulation.
02:20The vice-chancellor is supposed to be an intellectual and academically accomplished person.
02:30But instead of that, in the newly released UGC draft guideline, what we see is even industrialists
02:40can become VCs in various universities.
02:44This is highly deplorable.
02:51We are trying to register our protest against this.
02:56We will be sending letters to UGC and to the concerned minister, Dharmendra Pradhan.
03:06Sure, this will dilute the academic quality of the higher education institutions.
03:32The word permanent is being erased forever.
03:37And the academic quality of the professors will go downward.
03:43That is sure.
03:47And another idea propagated by this central government and the UGC is professors of practice.
03:55So various individuals who can boast to be experts can be appointed as professors.
04:05No need of academic qualifications.
04:08This is condemnable.
04:17This is part of their safranization agenda, centralization, over-centralization and communalization.
04:25That is what is happening in the educational sector for the past 10 years, I think.
04:34So in the school education sector, we have seen the distortion of history and the erasure
04:42of periodic tables and theory of evolution, etc.
04:48These are foundations of scientific aptitude, foundations of science itself.
04:55So these activities are highly deplorable.
