00:00President Ferdinand R. Marcos Jr. signed the Implementing Rules and Regulations for the Magna Carta for Filipino Seafarers.

00:09Under this, various regulations were laid down to protect the rights of Filipino crew members.

00:17Aside from this, the government will establish a one-stop-shop for the needs of marines.

00:28Arvin is a 15-year-old engineer on a ship.

00:32It's not a joke that he has a hard time working in the middle of the sea while he is worried about his family and being far away in his own country.

01:02Arvin is just one of more than 600,000 Filipinos who are trained in the maritime industry

01:09to protect the rights, welfare, and livelihood of Filipino seafarers.

01:14President Ferdinand R. Marcos, Jr. signed the Implementing Rules and Regulations, or IRR, of the Magna Carta for Filipino Seafarers.

01:24It establishes the right of the marines to the right information regarding their work.

01:30Protection is given against abuse and discrimination.

01:34A clear contract is established for the work, including a fair salary, time to rest, and benefits.

01:42The law includes medical attention and sick leave in case of illness while traveling or quarantined.

01:51To our marines, wherever you go in the world, you continue to give pride to our country

01:59because of your hard work, diligence, and perseverance.

02:04Therefore, in every journey of yours, we are behind you, serving you,

02:14so that your security, dignity, and rights will be protected.

02:20Aside from that, the marines are required to be a member of the SSS, PhilHealth, and Pag-ibig

02:27to have insurance, housing, and retirement benefits.

02:31They will be given access to counseling, financial assistance, legal assistance,

02:36and other supports from the marines and the family of the seafarers.

02:40At the same time, they will be given high-quality training

02:43that will encourage and promote the career of the seafarers,

02:47not only to the men, but also to the women.

02:52This is not only an opportunity for the industry,

02:58it also reflects our dedication to a more progressive and fairer approach to the maritime industry.

03:09The government will establish a one-stop shop for seafarers who meet their needs.

03:16Under President Marcos' leadership, the government agencies are committed to implementing this.
