00:00So what is there in the draft notification, what is changed in the draft notification?
00:20See the faculty members are the backbone of our universities and colleges.
00:25So when we select them and when we promote them, we need to evaluate them holistically.
00:31In the earlier regulations, we were driven by quantitative evaluation such as the academic
00:38performance indicators, whereas in the new regulations that we are bringing out in the
00:44draft regulations, there are many many opportunities that we are creating to the faculty members.
00:51For example, earlier, if somebody had an undergraduate program, undergraduate degree and PhD, they
00:56were not eligible to be appointed.
00:59But now these new regulations provide that opportunity.
01:03So there are three qualifications that we are providing for the new entrants into the
01:08universities and colleges.
01:10Those with undergraduate degree and PhD degree or a master's degree and PhD degree, they
01:16can apply without writing the UGC net.
01:19But those candidates who have a master's degree in non-professional programs such as
01:25arts, humanities, social sciences and sciences, if they have a master's degree, they have
01:30to clear UGC net to be eligible to become assistant professors.
01:35But the candidates who have an engineering master's degree such as ME and M.Tech, they
01:42don't need to write UGC net and they can directly apply for assistant professor position in
01:48engineering and technology programs.
01:50And this is in tune with the ACT norms also.
01:54In the earlier regulations, for example, the faculty were always their performance was
02:02measured in terms of the number of publications in journals.
02:07But now in the new draft regulations, we are providing many opportunities for them so that
02:12they can excel in different areas about which they are passionate.
02:16For example, we are saying in the draft regulations that if the teachers are developing
02:24better pedagogical approaches or if they are mentoring the students through internships
02:30or if they are establishing a startup company, if they are writing textbooks in Indian
02:36languages, because NEP also says that we need to promote Indian languages in higher
02:41educational institutions or if they are introducing and doing research in Indian
02:47knowledge systems or community outreach activities or if they are developing digital
02:53content for creating MOOCs.
02:56So we want to evaluate the faculty members in multiple domains.
03:02And also we are saying that the faculty members not only need to publish in journals,
03:09they can write textbooks, they can apply for patents, they can be entrepreneurs.
03:15So there are multiple ways in which we want to recognize the faculty members.
03:20So similarly, earlier there was no opportunity in the regulations for sports persons who
03:28are coming from the physically PWD category.
03:35But now in the new regulations we are saying that if a sports person from the PWD category
03:40has achieved at the national level and international level, they can be appointed as the assistant
03:47or deputy directors or directors of the physical education and sports.
03:53So there are many, many such changes that we are bringing in these regulations.
03:58Sir, however, there are certain aspects regarding the appointment of vice-chancellor.
04:03They are saying the governors have been given increased authority in the selection of vice-chancellor.
04:08Sir, what do you have to say about that?
04:11If you compare with the 2018 regulations, in the draft regulations there are only a
04:19few changes with regard to this.
04:21One is that the search-cum-selection committee will be formed by the chancellor.
04:28In the 2018 regulations that was not mentioned.
04:32So to bring more clarity, we have mentioned that the chancellor will form the search-cum-selection
04:37committee.
04:38And similarly, in the 2018 regulations, the composition of the search-cum-selection committee
04:44was not well defined.
04:46It said the committee may consist of three to five experts.
04:50In the draft regulations, in 2005 draft regulations, we are mentioning that the search-cum-selection
04:56committee will consist of three experts.
