00:14On one level, this is President-elect Trump trolling
00:20and making himself the centre of attention
00:23and throwing things out and watching people scramble.
00:27You know, it's designed to gain some tactical advantage,
00:31to throw other countries off their game,
00:34and to create confusion and an atmosphere of intimidation
00:38to see what he can get.
00:40At a deeper level, Donald Trump seems to believe
00:45that a zero-sum world of power politics in perpetuity
00:51is better for American interests.
00:53I don't think so.
00:55I think that the genius of American strategy
00:59was that we would actually work with other countries,
01:02not because we were naive or not because we believed in charity,
01:06but because we believed that this would allow us
01:10to advance our interests more effectively.
