00:00Our demand is that there should be caste-wise data in census, this is the primary demand
00:18which is raised across the country.
00:21Now you know the entire exercise of caste-wise census must be undertaken only by the census
00:28department, that is the mandate of the constitution.
00:32As census comes under the union list, entry number 69, and of the seventh schedule of
00:40the constitution, enquiries, surveys and other things which is to be conducted, that responsibility
00:46of the government of India under 94, entry 94 of the union list.
00:52So the central government should not shirk its responsibility, rather they must make
01:01it a point that they must take up the responsibility of caste-wise data census.
01:10The other demand is to remove the 50% ceiling for the OBCs, which is also a relevant demand
01:19from across the country, because that is thwarting the demographic aspirations of the people,
01:30those who belong to the other backward classes.
01:34Take for example in Odisha, we have a 54% whooping majority of the OBCs, whereas also
01:43the SCST component is very much concentrated, there are 40 odd percent.
01:48So around 90% people are there, those who belong to the weaker section.
01:53Now how to give them reservation?
01:55You can't give only 6% of the reservation and tell that you have achieved social justice.
02:00So we have to go for caste-wise census and see that this 50% is removed to give justice,
02:08social justice.
02:09Second of all, the figment of the imagination, which was not the mandate of the constitution
02:19as per 15 and 16 article of the constitution regarding adequate representation.
02:29So we are not adequately represented.
02:32So the economic criteria should not be put into the operation.

03:05central PSCs, the companies act should be amended accordingly.
03:11And fourth and fifth demand has been the allocation of the central budget for 2024-25.
03:20It is, you know, the last budget was 186,000 for the SCST component, 86,000 for the ST
03:28component, but only 2,000 crores was made for the OBC welfare.
03:33So we demand the OBC ministry, we demand adequate fund provision for the welfare of the OBCs.
