03:41How urgent is it to pass the Adolescent Pregnancy Prevention Bill
03:46and is our country ready for it?
03:49We are ready.
03:50Actually, we are waiting for it.
03:52Ms. Connie, it's very urgent because it's only 2019,
03:57so more than half a decade,
04:00that the National Economic and Development Authority
04:04has declared a national and social emergency
04:07for teenage pregnancies here in our country.
04:09Because it has been recorded since then,
04:12and especially since the pandemic,
04:15that the incidence of teenage pregnancies does not decrease but increases.
04:20From 10, can you imagine Ms. Connie,
04:23from 10 to 19 years old.
04:26Since the pandemic,
04:28the incidence of teenage pregnancies increased by 10%
04:32in that entire age range of 10 to 19.
04:35And if it increased in the ages 15 to 19 by 9.7%,
04:40in the 10 to 14 years old, it increased by 35%.
04:45So it means that our children and students are increasing,
04:50our students are more likely to not finish their studies,
04:56not be able to prepare for a good job and find a life,
05:00and their families are establishing themselves too early,
05:05while they themselves are still young.
05:08But Senator, a family rights group is alarmed
05:13in implementing this Comprehensive Sexuality Education Program
05:17because they say that there is a provision that does not include,
05:21does not include age-appropriate,
05:23and possibly a violation of moral, societal, and spiritual values.

05:33Precisely, and in the text of Senate Bill 1979,
05:39Prevention of Adolescent Pregnancy,
05:41the Comprehensive Sexuality Education there,
05:44which is one of the preventive measures for teenage pregnancy,
05:48will remain age-appropriate and developmentally appropriate.
05:53Just like what was passed in the Responsible Parenthood
05:57and Reproductive Health Law of 2013,
05:59the rule of the Supreme Court, which is constitutional,

06:18because they were too advanced in thinking,

06:27the Prevention of Adolescent Pregnancy Bill.

07:16The CSC curricula that is now being used in DepEd
07:22means that if we still see gaps or mistakes,
07:28we can fill it or avoid it until the period of amendments
07:32in the Prevention of Adolescent Pregnancy Bill.
07:35Okay, but how true is it that they are saying that
07:39in one of the provisions there,
07:41in their culture or in other cultures,
07:43it is accepted that children should be sexually active.
07:46There are people who say that it is not true in the CSC
07:49that if a child is sexually active at the age of six,
07:53it is not allowed to have children.
07:56What is the truth in that?
07:58Ms. Connie, the truth in that is one of their fake news
08:03against the Prevention of Adolescent Pregnancy Bill.
08:06Where did they get the idea that we, as parents,
08:10cannot say that our children will be guided?
