00:43According to Ungab, there are 13 pages in the Bicameral Conference Committee Report
00:47of the 2025 National Budget that are blank in the amount of the alleged funds,
00:50such as the funds of the National Irrigation Administration
00:54and PCA or Philippine Coconut Authority,
00:57BIFAR or Bureau of Fisheries and Aquatic Resources,
01:00as well as the funds for small-scale irrigation projects
01:03and agricultural machines, equipment and facilities.
01:07Most of the blank pages are in the Department of Agriculture's fund.
01:11There are also blank pages in the Unprogrammed Appropriations Committee Report.
01:15The Bicam report is the result of the different versions of the House and Senate
01:19of the 2025 National Budget.
01:22The Bicam report will be ratified by the House and Senate
01:25and submitted to the President to be signed.
01:27If the General Appropriations Bill of Gab is signed,
01:30it will become the General Appropriations Act or GAA.
01:33So the House and the Senate ratified a defective Bicam report.
01:38In other words, our GAA is affected.
