00:00The MD of Uttarakhand Metro Corporation, Jitendra Tyagi has to retire on 31st January.
00:06But even today, the dream of Uttarakhand Metro is running in the papers.
00:10After joining in 2017, what work has been done in Uttarakhand Metro till retirement in 2025?
00:20Let's know in this special report.
00:23The talk of Uttarakhand Metro has become like a golden dream.
00:33For the last 8 years, Uttarakhand Metro has been running in the papers.
00:38Till date, not even an inch of work has been done on the ground.
00:42In 2017, when the Metro was announced in Uttarakhand, people's dreams were blown away.
00:49But these dreams could not be realized.
00:52The situation was such that in Dehradun, Rishikesh and Haridwar,
00:57there were a lot of discussions about the Metro project, but the result was zero.
01:03Paperwork on the Metro, from DPR to surveys were done, but the matter could not be made.
01:10After which, the Light Rail Transit was added.
01:14Even on that, not much work could be done.
01:17Then there was the issue of Ropeway, which also did not succeed.
01:21Finally, the issue of running the Metro is being discussed.
01:25Since the city of Dehradun is congested and the roads are narrow,
01:29it will be difficult to build the Metro.
01:31So, we were told to examine how to build the Ropeway.
01:37So, we started the process of building the Ropeway in the city.
01:41We also prepared a DPR for that.
01:43In this, we made a DPR for the Ropeway on these corridors.
01:48But then the decision was that the DPR for the Ropeway is not good for the city.
01:53So, we focused on the Metro.
01:57And since the cost was increasing, in the middle of this, at the end of 2017, in 2018,
02:04the Indian government, the Ministry of Housing, the nodal ministry,
02:10issued a new technology specification, Metro Neo,
02:14which is like the Metro, but is rubber-tyre based.
02:18The benchmark cost they gave was very low, almost half of that.
02:24So, it was decided that since the Ministry has introduced this new technology,
02:29why not make a DPR for this?
02:31So, taking all the remaining data, we made an in-house DPR
02:34for the Metro Neo on both the corridors of Dehradun.
02:38And in 2021, we sent this to the Indian government for sanction.
02:45But the Indian government has not yet accepted it.
02:49The reason for this is that Dehradun is a very small city in terms of population.
02:56And the Metro that has been built so far is in metropolitan cities,
03:00whose population is around 30 lakhs to 40 lakhs.
03:02The Metro has just started being built there.
03:05Since 2021, the proposal for the Dehradun Metro Neo has been in the centre.
03:10In this way, Uttarakhand is now in a position to bring the Metro at its expense.
03:15Listen to what the MDs of Uttarakhand Metro Rail Corporation, Jitendra Tyagi, say.
03:21Recently, the state government gave us this indication
03:25that we are not supporting it with our money.
03:29So, we can also do it with our money.
03:32So, we modified the same DPR a little and suggested two models.
03:38One is that the state government should give all the money.
03:42And after that, the money that will be saved from the operation,
03:46we will keep giving it to the government in return.
03:49The result is that we can give them a return of about 6.5% to 6.5%.
03:54We can pay our operation cost.
03:59The second model is that the state government should give 40%
04:04and we will take a loan of 60% from a bank, LIC or HODCO.
04:11We have also spoken to HODCO.
04:14So, we came to the conclusion that if the government gives 40%,
04:19then we will take a loan of 60%.
04:21We will get the money and revenue from our operation.
04:25We will be able to repay the loan.
04:29So, we have given these two models.
04:32This proposal has been passed by the board of Uttarakhand Metro.
04:37After that, the administration has gone for the examination.
04:41NEOGEN has also cleared it.
04:43Now, it is in the finance for the examination.
04:46A meeting has been held with the finance department.
04:49There were some of their observations.
04:51We have also sent a reply.
04:53We are in the process.
04:54We hope that they will agree for PIB soon.
04:59After PIB, the cabinet will be formed.
05:03The problem of traffic jams is not hidden from anyone in Dehradun.
05:07When the city is at full speed,
05:10then all the roads, crossings, everything gets jammed.
05:14The pressure of traffic increases in this small city.
05:18Keeping all these problems in mind
05:21and considering the needs of the future,
05:23the need for Metro was felt in Uttarakhand.
05:27There are guidelines of IRC.
05:29Performance parameters are given in it.
05:32If it is 60%, then it is category A, B, C.
05:36What will be the average speed?
05:38There is a guideline in it.
05:40Even if it becomes 0.8,
05:43that is, 80% of the traffic has reached,
05:47then you should start planning something.
05:50Alternative.
05:51Alternative means either you will make an alternative road
05:54or you will widen the road.
05:55If you widen the road, the capacity will increase automatically.
05:57Or you will make an elevated road or an underground road.
06:01You should plan some alternative transport system.
06:06So that until it gets worse, you can do something new.
06:12Considering the increasing pressure of traffic in Dehradun, Haridwar and Ishikesh,
06:18these cities were declared a metropolitan area in November 2017.
06:23After that, people of Uttarakhand started dreaming of a metro.
06:27But since then, for people who are fed up with traffic jams,
06:31the journey from the metro has remained just a dream.
06:35After 8 years of homework,
06:38the proposal of Neo Metro in Uttarakhand has been extended in the administration.
06:43If we talk about the condition of roads in Dehradun,
06:47according to the people of Union Road Congress,
06:49the condition of the roads was bad in 2019.
06:52But after 5 years, the survey done again,
06:55the condition of traffic on these roads has become worse.
07:00With the help of Praveen Sonkar, I am Dheeraj Sajwan, ETB Bharat, Dehradun.
