00:00This is Philippine Coast Guard, Ma'am.
00:03You may leave.
00:07Live from the GMA Network Center, this is 24 Horas.
00:14Good evening to you all.
00:19It's been three months since they finished their senior high school.
00:24But there's still a tragic incident.
00:26Four students tried to swim in a waterfall in Baras, Rizal.
00:32Two of them were unable to walk after drowning in the waterfall.
00:36One of the victims tried to ask for help from a drowning classmate,
00:42but he was not saved.
00:45EJ Gomez has the story.
00:46This is the scene in Ungga Falls, Barangay San Salvador, Baras, Rizal,
00:54at 3 p.m. on Monday.
00:57The authorities are trying to save the two men who drowned
01:01after going to the deep part of the falls.
01:05It's hard for the rescuers to follow the victims
01:08because of the strong current of the water.
01:11It took a few more hours before the victims were saved.
01:15According to the police, four graduating students were able to swim in Ungga Falls
01:21after they obtained their medical certificate for their work immersion.
01:26One of them immediately jumped and went to the deep part of the falls.
01:31He tried to save his classmate, but he also drowned.
01:35We saw him calling and asking for help from his grandfather.
01:40He also drowned his classmate.
01:45Both of them went to the deep part of the falls.
01:48Unfortunately, these four classmates were not able to swim.
01:55They were declared dead on arrival at the hospital.
01:58The family claimed that the victim was the one who jumped first.
02:02The student who jumped was his friend,
02:05John Mike Pasion, a resident of Barangay Kupang, Antipolo City.
02:10John Mike's family is deeply saddened.
02:14They hope that he will be able to graduate in three months.
02:19It's very painful.
02:21He's no longer with us.
02:23He's not able to think of saving his classmate.
02:36I'm sorry.
02:39Even though he's in danger,
02:41it's a problem, but of course, it's sad.
02:45It would be better if he could save himself and his classmates.
02:52Both of the two victims in Antipolo City drowned.
02:56John Mike will be buried tomorrow.
02:59For GMA Integrated News,
03:01EJ Gomez,
03:0224 hours have passed.
03:06The vehicle was hit and burned by soldiers escorting it
03:11to the United Nations Development Programme in Basilan.
03:15Two soldiers were injured.
03:17According to the Philippine Army,
03:19the MILF was the only one behind it.
03:23June Veneracion was also hit.
03:25This military truck was left behind.
03:28After being hit by lawless elements and members of the Moro Islamic Liberation Front,
03:34or MILF,
03:35the Philippine Army troops were in Basilan yesterday.
03:45The soldiers were on their way to a barangay to provide security
03:51to the members of the United Nations Development Programme
03:54that has a project in the area of being ambushed.
03:57The fire lasted for almost an hour,
03:59starting at 4 p.m.
04:01When the fire stopped,
04:03two soldiers and two of their enemies were killed.
04:06Twelve soldiers were injured.
04:08The Philippine Army condemns the strongest terms,
04:12the ambush of our soldiers here in Basilan.
04:19From Basilan,
04:20ten soldiers were brought to Zamboanga City.
04:24One of them is Corporal Orlando James Dammel,
04:27whose wife and seven-month-old son were injured.
04:31When we called him,
04:33he really gave his life for us,
04:36for our brothers.
04:38We were also missing.
04:40He was the only one who could work for us.
04:42Among those who were ambushed were members of the MILF,
04:46a rebelling group that had already reached an agreement with the government.
04:50Brigadier General Alvin Luzon,
04:53commander of the 101st Brigade of the Army, said
04:55if the MILF is sincere in the peace process,
04:58they should give up their members.
05:01According to the AFP, Western Mindanao Command,
05:04they will chase those behind the ambush
05:07so that they can stop causing trouble
05:10to the communities that are endangering the lives of civilians and soldiers.
05:15We are working closely with the local government units
05:19and other law enforcement agencies
05:24to ensure that these perpetrators
05:29will be put to the folds of the law
05:34and justice will be served to our fallen heroes.
05:40Presidential Peace Advisor Carlito Galvez also confirmed the incident.
05:44He also called on the MILF leadership
05:47to investigate and find the culprits.
05:50According to the provincial government of Basilan,
05:52it was an isolated incident.
05:55It was a wake-up call for all of us,
05:59the MI, the military, the ROPA crew,
06:07the national government, regional government,
06:10and local government units.
06:13It was a wake-up call.
06:15The sensitivity and vulnerability is still there,
06:18but this is not a reason to stop the initiatives of the ROPA.
06:23The United Nations reached out to the families of the soldiers.
06:29They said that the UNDP was not involved in the incident.
06:33But the AFP was able to ambush them
06:36while they were going to the UNDP group
06:39to escort them to a community engagement.
06:42The AFP Chief Romeo Bronner Jr. immediately went to Basilan
06:46one day after the bloody ambush
06:48to protest the joint meeting of the MILF-GPH-CCCH.
06:55The actions of our commander on the ground
06:59was that he wrote a protest letter to the GPH-CCCH.
07:05We are following the peace mechanisms.
07:09Bronner insisted that there was coordination
07:12and that the area of temporary stay was no longer needed.
07:15During his visit, the soldiers were given medals and financial assistance.
07:20In a radio interview,
07:22the chairman of the MILF-ADOC Joint Action Group,
07:25Anwar Alamada, said
07:27that a group of soldiers entered their community
07:30without coordination resulting in the meeting.
07:33He said that coordination was needed for them
07:37even though there was law enforcement
07:39that was involved in the ceasefire agreement.
07:42He also said that they were not aware of the meeting
07:45and they were given instructions
07:48on how to stop the meeting.
07:51For GMA Integrated News,
07:53Jun Vanara, Sona Katutok, 24 Hours.
07:56After more than a year,
07:59the Huthi group in Yemen freed 17 Filipino seafarers
08:04who were on board of the MVGALAXY LEADER.
08:07This is Ivan Mayrina.
08:13Goodbye Yemen. Thank you very much.
08:16I'm going home now.
08:17See you in the Philippines.
08:18For these people,
08:20with a smile on their face,
08:22after 426 days of isolation,
08:25the 17 Filipino seafarers,
08:27the Huthi rebels in Yemen,
08:29including the 25 marines on board of MVGALAXY LEADER,
08:33were hijacked by the Huthi
08:35while sailing in the Red Sea on November 19, 2023.
08:39In his announcement of the liberation of the Filipino seafarers
08:42early this morning,
08:44President Marcos thanked the Sultan of Oman
08:47and their government
08:48through negotiations
08:50to save the liberation of the Filipinos.
08:53In a statement by DFA Undersecretary Eduardo de Vega,
08:56he said that this is not the first time
08:58that Oman has helped us
09:00through the rebelling Huthi.
09:02More than a hundred
09:04were attacked by the Huthi rebels in Yemen
09:07by ships passing through the Red Sea.
09:09Among them,
09:10there were several ships
09:11carrying Filipino seafarers.
09:13Just like on March 6, 2024,
09:15when their missile hit the MV True Confidence
09:18in the Gulf of Aden.
09:19Two Filipinos were killed
09:21and three were injured in the attack.
09:24On June 12, 2024,
09:2622 Filipino seafarers were also attacked
09:28by the MV Tutor in the Red Sea.
09:30Twenty-one were saved
09:32and one is still missing.
09:35For GMA Integrated News,
09:37Ivan Meirene reporting for 24 Hours.
09:41Increased costs
09:42that the local farmers will not be able to help.
09:44That is the effect of the upcoming flood,
09:46even though the rice can not be exported yet
09:49to their warehouses
09:51of the National Food Authority or NFA.
09:53One of the NFA warehouses
09:55targeted by Bernadette Reyes
09:57is already flooded.
10:05If last year,
10:06the rice of several warehouses
10:08of the National Food Authority
10:10almost ran out
10:11in the one-day buffer stock of rice.
10:13Now,
10:14the rice has almost run out
10:16in several NFA warehouses.
10:18Here in the NFA NCR warehouse
10:20in Malanday, Valenzuela,
10:22we were able to harvest
10:24the newly arrived rice.
10:26The rice came from Luzon in Camanava,
10:28Manila, Quezon City, and San Juan.
10:30Most of the rice came to us
10:32from Region 3, Pampanga, Bulacan, Nueva Ecija,
10:35Bataan.
10:37Some rice also came from Region 2.
10:40The rice came continuously.
10:42Now, the crop of November
10:44is newly milled
10:46in Region 3.
10:50It was sent here
10:52intended for the NCR.
10:54These are the newly milled rice
10:56from Nueva Ecija,
10:58also known as the Rice Granary of the Philippines,
11:00which is now being shipped here
11:02to the NFA NCR warehouse in Valenzuela.
11:04It will now be part of the
11:06national buffer stock.
11:08For now,
11:1060-70% of the rice came from this warehouse.
11:12In Region 1, 2, 3,
11:144, 6, and 12,
11:16where the rice came from,
11:18the warehouse was full
11:20according to the NFA.
11:22The target is to export the rice to the markets
11:24to lower the price of the rice.
11:26However, the Department of Agriculture
11:28is still waiting for the declaration
11:30for the so-called food security
11:32emergency for the rice.
11:34The deadline is now February,
11:36so it is important for the NFA
11:38to export the rice from the warehouses.
11:40If this cannot be done,
11:42the rice cannot be bought from the farmers
11:44and there will be additional expenses for the NFA.
11:46We will be limited
11:48in terms of buying
11:50because we cannot
11:52do a full blast
11:54because the warehouse is full.
11:56As much as we can,
11:58we will rent
12:00a warehouse,
12:02but again,
12:04the cost will be reduced
12:06because of the budget
12:08that was given.
12:10The target is to release the rice from the NFA
12:12on February 1, but it may change
12:14according to the DA.
12:16If it is released this week,
12:18we think it can be done on February 1,
12:20but definitely there will be adjustments later on.
12:22If the Secretary will sign it,
12:24of course,
12:26there will be clearances
12:28for them.
12:30We are hoping that it will be released by Monday,
12:32but of course,
12:36we are a government of bureaucracy.
12:38We have to wait for the
12:40final approved signed copy.

25:28Also seeing him as an actor ay napakagaling.
25:32In fact, karin namin nakikita.
25:34Kaya na ako nakita na pwede kong matutunan,
25:37pwede kong i-apply sa the way I act also.
25:40Makakasama rin niya sa movies
25:42sina Sparkle Child star Yuan Micael,
25:44Betong Sumaya,
25:46Chariz Solomon,
25:47Buboy Villar,
25:49at Sanya Lopez.
26:08Aubrey Carampel,
26:10updated Jashobe's happenings.
28:39bagong mag-tanghali.
28:41Sana makapag-withdraw yung mga gusto mag-withdraw pa.
28:44Para sa GMA Integrated News,
28:46Sandra Aguinaldo, nakatutok 24 oras.
29:172025 National Budget.
29:19Si Poe pinanindigang walang milagro at walang maling nangyari
29:23sa pagpasa ng 2025 National Budget.
29:26Sa kabila ito ng pagsabi ng ilang mambabatas
29:28kabilang na Sen. Davao City 3rd District Rep. Isidro Ungab,
29:32Kabataan Partylist Rep. Raul Manuel,
29:35at Sen. Aimee Marcos
29:36At Sen. Aimee Marcos,
29:38na ang niratipikahang bicameral conference committee report
29:41may mga blankong probisyon.
29:43But in terms of stages, from bicam report na blanko
29:47and then enrolled bill with figures,
29:50sinong gumawa?
29:52No, alam mo, sa enrolled bill,
29:55yun yung pinaka-importante dun sa bicam.
29:57Wala namang blanko dun and all the totals
30:00have already been verified and in fact
30:04nung na-enroll yun, wala namang blanko
Cheese kahapon
30:09which should really be a reference.
30:11In fact, also the President has seen
30:29Between the bicam and then the enrolled,
30:31at what point did the figures come in?
30:33Yes, ma'am.
30:35Pag tayo yung samagot?
30:37Pag tayo yung sagutin?
30:39If it's just a procedural thing for Congress?
30:41Masagot na lahat.
30:43Paano, ma'am?
30:45Na-explain na lahat.
30:47Si SP, na-explain na lahat.
30:51But the issue is the bicam.
30:53May mga kopya ng bicam report na nakuha
30:55ng GMA Integrated News mula kina Unga Batmanuel.
30:57May nakuha din kami mula sa
30:59di nagpapangalang source sa Senado.
31:02Bagamang magkakaiba sa bilang at pwesto
31:04ng mga pirma, pare-pareho
31:06ang mga blanco ng mga ito.
31:08Ang bicam report na niratebikahan ng Kongreso
31:10para maging basihan ng enrolled bill
31:12at ng mapirmahan ng Pangulo
31:14naging General Appropriations Act o 2025 National Budget.
31:17Pero kung ikukumpara sa isa na batas
31:19sa General Appropriations Act, ang mga blanco
31:21sa bicam report ay napunan ng kabuang halagang
31:23di bababa sa 138.36 billion pesos.
31:27Pinakamalakirihan ng budget
31:29para sa National Irrigation Authority o NIA
31:31kaugnay ng Agriculture and Fisheries
31:33Modernization Program.
31:35Blanco ito sa bicam report pero nalagyan
31:37ng 56.4 billion pesos.
31:39Ang sabi ng mga kumikos nyo
31:41mga mababatas, napunan ang mga blanco
31:43sa enrolled bill pagkatapos nilang
31:45iratify ang bicam report.
31:47Kaya tanong nila, sino ang gumawa nito?
31:59Both the reports
32:01of the House and the Senate.
32:03When we have completed the bicam report
32:05and we submitted it as an
32:07enrolled bill, it was complete.
32:09Thank you. It's complete.
32:11Kahapon, sinabi naman ni Senate President
32:13Jesus Codero na may provision sa bicam
32:15conference committee report na kung may kaibahan
32:17ng bicam report at ng enrolled bill,
32:19ang enrolled bill ang masusunod.
32:21Naghahanda na ang ilang grupo na kwestionin
32:23sa Korte Suprema ang legalidad
32:25ng 2025 National Budget.

36:43At any rate,
36:45an expert said,
36:47this is a big blow to the Philippines
36:49especially in America,
36:51we are getting the biggest U.S. military aid
36:53in the East Asia Pacific region.
36:55This should be a
36:57wake-up call
36:59in the Philippines
37:01that we cannot rely
37:03on
37:05to defend
37:07our territory.
37:09America should always be there.
37:11America is a big help
37:13but it is not always
37:15with us.
37:17But the data
37:19of GME News Research says
37:21that the effect of the suspended
37:23U.S. foreign assistance
37:25on our ability to
37:27survive, agriculture,
37:29disaster, and education.
37:3184% of the
37:33$258 million
37:35U.S. aid in
37:372023 is for economic
37:39assistance for the Philippines.
37:41We will be affected, especially
37:43if it is healthcare,
37:45especially for vaccines,
37:47especially for
37:49assistance that they are giving
37:51to us for health,
37:53that will be affected.
37:55The U.S. Agency for International Development
37:57is here. They also have a lot of programs
37:59here. They have
38:01capability
38:03programs for
38:05our agencies.
38:07It will stop if they say
38:09that they cannot be disbursed.

38:15assistance or ODAs
38:17are included in Trump's

38:33The Philippines
38:35discussed with the
38:37International Criminal Court, or ICC,
38:39in the midst of its ongoing
38:41investigation into the war on drugs
38:43of the Duterte administration,
38:45according to Justice Secretary Crispin

38:49a news agency, Reuters,
38:51Remulia said that she will make a dialogue
38:53as soon as possible
38:55in a proper way
38:57and for the sake of unity.
38:59The law does not prohibit
39:01assistance
39:03to an international tribunal,
39:05but there are areas
39:07where the Philippines and the ICC
39:09can help. When asked
39:11about the possibility of the country
39:13reuniting with the ICC, Remulia said
39:15that this is a different issue.
39:17As of now, the discussion
39:19on the limitation of
39:21becoming a non-member of the ICC
39:23has already begun, as well as
39:25the punishment for crimes committed
39:27before the Philippines left
39:29the Duterte administration.
39:31The ICC could also help
