Comelec, TikTok sign agreement to educate voters, fight misinformation

Commission on Elections (Comelec) Chairman George Erwin Garcia and TikTok Public Policy Manager Peachy Paderna sign a memorandum of agreement in Taguig City on Jan. 28, 2025 that will allow TikTok to host a 'Philippine Elections Center' to boost voter education and fight misinformation. Speaking to The Manila Times, Paderna and Comelec spokesman John Rex Laudiangco cited the importance of the MOA to 49 million TikTok users. Videos show the TikTok elections hub and the #ThinkTwice campaign of the social media app.

00:00This partnership is so important to us because it allows us to really engage our users with the right information that they need to know about the electoral process.
00:11So one of our initiatives with the ComElec is actually our Philippine Election Center, which is a page within TikTok, within the app, where users can access reliable information on when to vote and other electoral matters.
00:29We actually have very robust policies around misinformation. We don't allow misinformation that's harmful and that could result in the disruption of civic and electoral processes in the Philippines.
00:42So we work very closely with the ComElec in making sure that information about the elections is accurate on our platform, and that's what the Philippine Election Center is all about.
00:55We also partner with fact-checkers globally. We have 21 fact-checker partners who help us assess the accuracy of information. At the same time, content that cannot be verified is labeled.
01:10So one thing that we want to make clear is we do not allow political advertising on TikTok. We don't allow governments, politicians, or political parties to monetize on TikTok.
01:24And along with that, we have an initiative with the ComElec where we brief political candidates on these policies. We call them our government, political party, and politician policies, so that they understand what they can post on TikTok and what's not allowed on the platform.
01:43So we have no visibility on what's going on in the U.S., but our focus remains on empowering MSMEs and creators of all sizes here in the Philippines.
01:54At the same time, we are also focused on collaborating with government productively, engaging stakeholders on the issues that matter to us and are relevant to them, so that we can continue to create making a positive impact.
02:07We can continue to create a positive impact on our community of users here in the Philippines.
02:13So TikTok is a very powerful platform for reaching out to billions of users, or millions, rather, of users across the country.
02:21And we encourage everybody not just to make the most of the platform, to engage and create and inspire, but also to do that in a way that abides by our community guidelines.
02:35So we would encourage everybody on TikTok to please check out the Philippine Election Center. It's live on the platform now.
02:44At the same time, we urge everybody to check out our Think Twice campaign. We just launched it this month.
02:51And it's really about creating a community of more discerning users, people who are better at protecting their digital safety, users who are empowered that way.
