00:00Talking about Comprehensive Sexuality Education that will be discussed in the Senate hearing

00:06regarding the Adolescent Birth Rate and HIV AIDS

00:10will be attended by the Department of Health.

00:12Daniel Manalastas has the details.

00:18In the Senate Committee on Basic Education regarding the increasing number of Adolescent Pregnancy

00:23and the implementation of Department Order No. 31 of the Department of Education

00:28which will also be discussed in the Comprehensive Sexuality Education

00:33Senator Sherwin Gatchalian was asked about how the CSE will be implemented

00:38especially in the classrooms.

00:39The Senator's opinion is that the program will just be confusing.

00:59If you ask me, my own personal opinion, if this is a source of confusion

01:05then let's suspend it for now until we fix it

01:08and we make sure that it's clear from the policy makers.

01:12Senator Risa Hontevero was asked about the CSE.

01:17The CSE program is taught to 0-4 years old children

01:24about childhood masturbation

01:27or what about anal sex, oral sex.

01:30Is that taught in our schools?

01:33There's nowhere in our curriculum that teaches these things to learners between 0-4.

01:39We don't cover that because our learners start at 5 years old in DepEd.

01:45Senator Hontevero was also asked about the CSE

01:49the right of parents to their children.

01:52DepEd said no.

01:54It's far from the truth.

01:56In fact, the CSE is supplementary.

01:59It's not meant to supplant or override the parental authority of the parents over their children.

02:04It's just a means of support.

02:07The Department of Health shared some data about the adolescent birth rate

02:11where some children are born to mothers between 15-19 years old.

02:17According to the DOH, it's up to the children who are in the adolescent age

02:21because the body is not yet ready.

02:24In 2020, it's 24 per 100,000

02:29or in real numbers, 121,896.

02:35In 2021, it's 22 per 100,000 or 112,990.

02:43In 2022, it's 24 per 100,000 or 123,362.

02:50In 2023, it's 25 per 100,000 or 132,157.

03:00Besides the teenage pregnancy, the DOH also shared

03:03the alarming number of HIV-AIDS.

03:07The risk of HIV-AIDS is higher among young people

03:13and it's harder for them to get HIV-related services.

03:18We can see from the data that on average,

03:21the young people with HIV are linked when they are 16 years old.

03:28They are the first to use a condom when they are 17 years old.

03:34Why? That's what we need to look into.

03:37Onteveros is facing former Chief Justice Maria Lourdes Sereno.

03:41Sereno is known as a critic of Senate Bill 1979

03:47or Prevention of Adolescent Pregnancy Act of 2023.

03:50According to the former Chief Justice,

03:52she has no problem with just sex education.

03:55She also believes that this will solve the problem

03:58of teenage pregnancy and HIV.

04:01But when it comes to sexuality education...

04:04So when you talk about sexuality education,

04:06it is already exploring identity and going to the very foundation

04:11of who we are.
