00:00In the first instance, House Committee on Appropriations Acting Chairperson Stella Quimbo answered the question of many,

00:07who filled in the blanks, according to the 2025 National Budget.

00:11At the same time, congressmen repealed the national fund after it was questioned by the Supreme Court.

00:21House Committee on Appropriations Acting Chairperson Stella Quimbo will not be left to her own devices

00:28even if someone has already filed a petition to the Supreme Court against the legality of the 2025 General Appropriations Act.

00:36Quimbo's gait is to go through the right process and she is sure that the Filipinos will benefit from it.

00:44They are free to do that, but we stand by our position that the 2025 GAA is lawful, valid, and fully enforceable.

00:58The explanation is simple. The enrolled bill, in short, the General Appropriations Bill, is complete.

01:12And that is the basis of the 2025 GAA.

01:17Up to the issue of blanks in the Bicameral Conference Committee Report of the Panugkala,

01:22the congressman again argued that there is no irregularity here.

01:26The Bicam members really agreed on the importance and details of this,

01:31and the technical staff just arranged the papers so that when the proposed measure arrives in Malacanang,

01:37it will be complete and there will be no more blanks.

01:40At the first opportunity, Quimbo directly answered the question of many who filled in the blanks.

01:46So, the Senate Technical Staff of the Committee on Finance prepared this.

01:53If they put figures on their own and did not discuss it, that is wrong, that is unconstitutional.

02:03But I am telling you, that is not what happened.

02:07The technical secretariat had absolutely no discretion.

02:11That is what is important there.

02:14That is why we are saying that it is only ministerial.

02:32What they're actually asking is tantamount to hostaging the budget,

02:37the operation of all the agencies in the government.

02:40Of course, we welcome any challenge for clarity that any petitioner may have regarding the budget.

02:48If there's any question, then definitely the proper venue would be the Supreme Court,

02:52and we'd like to see them give a proper judgment on that.
