Meanwhile, Trump’s budget office has rescinded an order freezing spending on federal grants, less than two days after it sparked widespread confusion and legal challenges across the country, according to two people familiar with the matter.

00:06we have informed the federal workforce, which they've looked to do for many years,
00:11that if they're working for the federal government,
00:13they must show up to the office on time and on schedule.
00:17We don't want them to work from home because, as everyone knows,
00:26most of the time they're not working.
00:28We're requiring them to show up to work or be terminated.
00:32We think a very substantial number of people will not show up to work
00:36and therefore our government will get smaller and more efficient,
00:40and that's what we've been looking to do for many, many decades, frankly.
00:49In addition, there was a short-term pause or funding freeze
00:54on certain discretionary spending payments, such as government grants,
00:59only for us to quickly look at the scams, dishonesty, waste and abuse
01:04that's taken place in our government for too long.
