00:00The Department of Information and Communications Technology deployed election watchdogs
00:05to monitor the spread of false information on social media
00:09regarding the upcoming national and local elections.
00:12Here are the details of the report of Noel Talacay.
00:18Social media platforms will play a big role in spreading false information
00:25regarding the upcoming elections, according to government employee, Nermar.
00:31Thanks to social media, it's faster to spread false information and buy votes
00:38because almost all Filipinos use social media and the internet.
00:44This scenario is expected by the Department of Information and Communications Technology or DICT.
00:51That's why the agency deployed election watchdogs
00:55to monitor disinformation, misinformation, fake news, and deepfakes on social media.
01:03NGOs are volunteers that are willing to put in their resources, their time,
01:12in order to be watchdogs.
01:16One of the NGOs that approached DICT is Scamwatch Pilipinas.
01:22According to its co-founder, Josel D. Guzman,
01:25one of what they're looking at now is what they call a zombie account
01:29or social media accounts that were hacked and troll accounts during the last election.
01:35Not only will this be used to spread disinformation, misinformation, fake news, and deepfakes,
01:43it will also be used for scams or buying votes.
01:47You can use the power of your election practice
01:53to promise people that if you want to earn Php 2,000,
01:58you just need to vote for this candidate, just click the link.
02:02Now, there's no connection to this candidate,
02:05you just need to get your account or scam it.
02:07DICT Secretary Uy explained that they still depend on Comelec
02:14in case they see a social media account that spreads misinformation.
02:19We are deputized, so we act in accordance to the directives of Comelec during the election.
02:26Uy insisted that DICT has been working with social media platforms
02:31to take down social media accounts that spread misinformation.
02:37Some of the social media platforms are very cooperative.
02:41So they will say, we'll look into it.
02:45Sometimes, we just reply to those who are a bit slow
02:49instead of hacking immediately one day, three days, or a week before they take action against us.
02:57Nermar was pleased that DICT is proactive in election-related issues
03:03that have a connection to social media.
03:05Nermar also reminded that all Filipinos should be responsible
03:09in using their own social media accounts.
03:13Maybe do some research first before you decide.
03:18And don't just believe what you read or see on social media.
03:24DICT will warn the public not to just believe what is posted on social media.
