00:00The Commission on Elections has included the talent fee of influencers and celebrities in the candidate's election spending.

00:07According to Comelec, they will issue a resolution stating that they will consider anyone with a talent fee.

00:14The influencers and content creators will be included in the campaign for the candidates on various platforms.

00:22The Commission also plans to monitor the issue of bloggers and content creators covering the campaign on Politika.

00:31Because of this, Comelec expects that the candidates will include in their Statement of Contributions and Expenditures the paid talent fee for them.

00:43And for us to be clear on Comelec's plan to include in the talent fees of influencers and content creators,

00:51we will talk on the phone with Atty. John Rex Laudianco, the spokesperson of Comelec.

01:11Yes Sir, what is the basis of the resolution that the bloggers and influencers should include in the talent fee?

01:21What if they will just give free help?

01:27All the contributions received by the candidates that will be used in the campaign, be it service, be it goods,

01:34be it money or anything, should be included in the Statement of Contributions and Expenditures.

01:40And it should also include the influencers and artists.

01:44It is not necessary for them to give it to the candidates.

01:50It is more clear to us, regardless if it will be paid,

01:56it will not be given to the candidates to report in the Statement of Contributions and Expenditures.

02:04Is this the first time, Atty. Laudianco, in the history of our country?

02:10No, this law is from our Fair Elections Act up to Republic Act 9006.

02:17That is what we are monitoring.

02:19It is just a coincidence in this election.

02:21It seems that this is the time when the bloggers, influencers and artists will be involved in the campaign.

02:29This is the mainstream that is being used now and we know that almost 50 million Filipinos are on Facebook, Sir Patrick.

02:38Yes, Atty. Laudianco, when will the resolution be issued regarding this?

02:47It was approved in the Fair Elections Act in December.

02:51And that is what Chairman Garcia said, that you have a deeper relationship with the influencers.

02:57Maybe this will come within the month of February.

03:02Whether the resolution comes or not, all the artists, bloggers and other influencers,

03:12regardless if they will be paid or not, they will be paid.

03:19Atty. Laudianco, for clarification, is this resolution effective or when will it be effective?

03:32Our general resolution that is guiding the campaign, the Fair Elections Act, Republic Act 9006,

03:39was effective in December.

03:40What Chairman Garcia is just mentioning is a clarification.

03:44Maybe it is better to issue a new resolution so that there will be no confusion whether they will be paid or not.

03:50But what we are saying is that the influencers will be paid.

03:57If they will join the campaign and contribute their talents, regardless if they will be paid or not,

04:05it should be reported in the Statement of Contributions and Expenditure.

04:10Yes, Atty. All the campaigns, the candidates, the selected artists or influencers,

04:17will be presumed to have been given a talent fee.

04:19How will Comelec monitor this?

04:23It is obligatory for everyone to give a contribution.

04:30Even if the streamers and tarpaulins will donate,

04:34everyone is obligated to report to Comelec and submit their Statement of Contributions.

04:40Our candidates will receive, whether in kind, in goods or service,

04:46they are obligated to report their Statement of Contributions and Expenditures.
