00:09Welcome back to From the South.
00:10Hello, Luis, it's a pleasure to talk to you again.
00:20And as we were saying, we continue touring Caracas and we continue visiting the different
00:26communes and the communal circuits around the city.
00:29We have been touring also outside the city during the past week and today we are here
00:34to see how the boating is underway in this popular consultation.
00:39Right now, I am at the Awaking of La Cota 905.
00:45That is the name of this commune that has 10 communal councils within and it's part
00:51of the neighborhood that has the same name, La Cota 905.
00:56This is a significant neighborhood in southwestern Caracas and right behind me we are at the
01:01school where the boating is underway.
01:03You can probably see the large line of people that continue to come here to boat.
01:09There are people just coming through the doors constantly and we were just talking to some
01:14of the neighbors, some of the commune spokespersons as well.
01:18They were telling us that they are very happy, very pleased with the participation because
01:23they understand that this is a moment of true democracy.
01:28This has been, well, repeated at every center, boating center here in Caracas.
01:35It has to do with the possibility of coming to express a direct boat.
01:40And we have been talking a lot about the importance of a direct boat in order to rethink democracy,
01:46that democracy is not just going to the polls every four or five years.
01:52In Venezuela, they are trying something different and that means coming here just to express
01:57their opinions on some urgent matters.
02:00So what are they going to finance next?
02:03What does the neighborhood need?
02:05That is what this popular consultation is all about.
02:07And that brings up a lot of participation in the neighbors because of course they want
02:12to have a say on what is happening in the neighbors.
02:15Also, they have seen the results from past consultations and they want this to continue
02:21or they want to choose a different project.
02:24So that is what is happening here.
02:26And this is the first of four consultations that are going to be held this year in Venezuela.
02:31Last year, Venezuela already went on two occasions on this kind of boating of public consultation
02:36on the projects for the communes.
02:38What is the impact?
02:39What is the feeling of the people on the impact of the results of those consultations that
02:44were held last year and how they see them develop today?
