00:00Four out of every ten Filipino college students
00:03stopped their studies at school.
00:06That's what came out of the study of the 2nd Congressional Commission on Education,
00:10the commission's call to higher education schools.
00:14Witness, Niko Wahe.
00:19Gabby was a pre-med student from 2016 to 2017,
00:24but she stopped.
00:25She shifted to ABN Communication and transferred to another school in 2017.
00:30But when it came to 2019,
00:32when she was already in her 4th year,
00:33and she was hoping to complete just one semester,
00:36she completely stopped her studies at school.
00:39I couldn't support my studies.
00:43I wasn't a priority.
00:45Some wanted to help Gabby with her studies.
00:49Someone offered to pay for her tuition.
00:51Expenses for group projects,
00:56and my daily food expenses,
01:00I really couldn't afford it.
01:02Because when I was in college,
01:05my daily expenses were P100.
01:07Even for massages, that's all I had.
01:11I only had P30 left.
01:14I also struggled with my food expenses.
01:19It's an option to become a working student.
01:22The problem is,
01:23my body might not be able to handle it.
01:25But I have friends and workmates who are actually
01:28doing their studies and work at the same time.
01:33Well, I can see their physical state and mentality.
01:41They are very strong.
01:43Because if I was in their situation,
01:45I wouldn't be able to handle it.
01:46My mentality is not that strong.
01:51Julia stopped her studies at school in 2012.
01:54She admitted that it was hard for her parents to pay for her tuition
01:58in the Information Technology course.
02:00I felt it, although they didn't tell me technically.
02:05My parents forced me, even though I know they had a hard time.
02:08They were in debt.
02:09They were really in debt.
02:12She also added that her reason for stopping her studies
02:15is that she has a good job.
02:16People like Gabby and Julianne are among the highest number
02:20of college dropouts in the Philippines.
02:22According to the 2nd Congressional Commission on Education's report of Edcom2,
02:27four out of every ten Filipino college students
02:30stop their studies at school.
02:32Because they need to work.
02:35That's the main reason we saw.
02:37The other reason we saw is lack of engagement,
02:40or they're not engaging in their studies.
02:44There are still a lot of financial reasons that their money is not enough to continue or finish.
02:51On the other hand, the Free Higher Education Law or the Universal Access to Quality Tertiary Education.
02:57What it gives is free tuition to state universities and local universities, but we know that the expenses that are heavy when it comes to college is the allowance.
03:07Allowance, transportation, food, lodging, projects, so there are a lot of expenses that they need to look for resources.
03:16The highest college dropout is the Bangsamoro Autonomous Region in Muslim Mindanao or BARM, which has a 93.4% dropout rate.
03:25Poverty rates are still worse or severe in BARM, but the other two reasons that I see is peace and order is still an issue in some areas of BARM.
03:36We cannot ignore that reason.
03:39There are more private schools than state universities in BARM, which is why there is less benefit of free tuition there.
03:46Those who live in poor areas, they don't have easy access to higher education if there is no SUC in the area because the LGU cannot build an LUC.
03:57Edcom has a call to higher education schools.
04:01Let's think about how we can be more open to developments like this.
04:06Maybe part-time students, night classes, Saturday classes, especially now that we have tried distance education,
04:16we can do better if we work hard to make our higher education system inclusive and welcoming to students like this.
