00:00We will continue with the impeachment of Vice President Sara Duterte. We will talk to one of the House Prosecutors in the impeachment trial of Vice President Manila 3rd District Representative Jowel Chua.
00:11Good morning Congressman Chua.
00:14Good morning to all of your viewers.
00:18Reaction to the statement of VP Sara. Desperate and politically motivated.
00:24She said that the impeachment proceeding of VP Sara was easy. Why did you endorse the impeachment complaint on the last day of the session?
00:37If we look at it, maybe two months ago, there were already people who filed impeachment proceedings. In fact, there are already three.
00:47If we look at it, if this is what we will go through in the committee proceedings, this is what we are saying that we will file in the Committee on Justice,
01:00this will reach... or maybe the session is already over, but the impeachment proceedings in the Committee on Justice are not yet over.
01:09If that happens, there will be a one-year ban and this will go back to zero.
01:16What the House did is one route, what we call House action. This is the one-third vote.
01:27If we look at the first impeachment proceeding that was filed, there are 23 articles. If we look at it one by one, it's already over.
01:38The 19th Congress is not yet done discussing this. This is under process and this is under the law.
01:48I don't see anything wrong with this. In fact, this is what our countrymen are asking for.
01:55So it's not desperate and politically motivated.
01:59This went through a thorough process. We saw that those who followed the Committee on Good Government and we saw that there's a basis.
02:12Right from the very beginning, they're asking me if there are grounds here. I believe, based on the evidence that we have, there are grounds that we can say impeachable offense.
02:27Congressman Chiu, please explain. Why did the four complaints go through? What's the difference with the first three?
02:34The first three will go through the Committee on Justice. If this goes through the Committee on Justice, there will be a new process here,
02:45there will be hearings in the committee. So this will go through. Like I said, the 19th Congress is not yet done discussing the Committee hearings.
02:57If that happens, it's a fact. We have a rule. Under our rule, there's a one-year ban.
03:06Impeachment is prohibited again?
03:08Yes. After one year, and again.
03:11What are the four complaints? Is that complete?
03:15These are just seven. There are more.
03:18The first one is the statement of Bibi Sara when she had a meltdown, when she threatened our President, First Lady and Speaker,
03:34where she said that she hired someone to kill our President. If you remember, this is live.
03:46The second and third are included in the confidential fund. The third is the confession of Yusek Mercado that they were arrested.
04:04Here, we can see there's a bribery.
04:07All of these, including her confession, including the Committee hearing of the Quad Cong, where there were witnesses who said that our Vice President was involved in the EJK.
04:25What is the status of President Bongbong Marcos' call that the Vice President should not be impeached because this will result in the division of the Filipinos
04:36and it's not a priority for the country's main problem?
04:40We are a democratic country. This is just a demonstration that the Congress is not a rubber stamp of the President.
04:51This is our separation of power. We are an executive. We are just carrying out our constitutional mandate or constitutional duty.
