00:21What is the plan of the NCDA to stop the use of Peking PWD-ID that you often victimize the restaurants?
00:29Actually, sir, the move together with DSWD and other members of the Council of the NCDA
00:36is to provide a unified ID for all over the Philippines because fake IDs are increasing.
00:43Now, we are talking with other LGUs through our Persons with Disability Affairs offices
00:50for awareness on the verification because they are always asking about our verifications.
00:57At the same time, what are the safeguards with regard to our ID system?
01:01How is the process of filing for a qualified PWD-ID?
01:09Okay, sir. Based on our laws, specifically the MAGNA CARTA or RA-7277 as amended by
01:16Republic Act 9442 and another amendment by Republic Act 10754,
01:22we have 10 types of disabilities that are listed.
01:28So once you are there with the 10 types of disability with your disability certificate
01:34from our specific medical doctors in our specific disability,
01:40we will be able to give the IDs of our LGUs through the Persons with Disability Affairs office.
01:47And then we have a form that will be filled up and our IDs will be given.
01:53And then our PDOs will issue our Persons with Disability Identification Cards.
02:00We have as early as 30 minutes for them to get their IDs.
02:05You mentioned validation.
02:07Have you talked with the DOH about the possible changes regarding the distribution of PWD-ID?
02:12Because there are reports that the ID is valid but it's not in the DOH database.
02:18Yes, sir. DOH, Department of Health, is a member of the National Council on Disability Affairs.
02:26We are the Secretariat of the Council.
02:31And then what we do is policy development.
02:36So when it comes to our policies with regard to the verification that they are using the
02:42Philippine Registry for Persons with Disability,
02:45we already have statements issued regarding what's happening with regard to the verification.
02:55Because our PRPWD is not 100% verifiable for IDs.
03:05The advice for verification is to go to the issuer.
03:10Our issuers are the LGUs, where our Persons with Disability Affairs offices are.
03:17How is the coordination with the establishments?
03:21Because sometimes there are people with disabilities that are not visible.
03:26That's what PWD-IDs are looking for.
03:32That's right, sir.
03:34What we did together with our stakeholders is we had a meeting with them and then we talked to them.
03:42By law, it is mandated to really provide the privileges of our persons with disability.
03:51And then when there's glaring on their IDs, that it's fake.
03:58Because we have a template that we provide to the NCDA,
04:02what we call the NCDA Admissive Order No. 1 Series of 2021.
04:07There's a template of what it looks like or what is included in our IDs.
04:12When we see that it's really glaring, that it's not included in the template,
04:18that's when we verify.
04:20We advise that when you verify, go to the issuer.
04:24And then a little help to our PRPWD.
04:27But if we don't see it in our PRPWD, it's better to contact the LGU issuing the ID to verify.
04:36And that's the beauty of PWD-IDs that are unified.
04:38What is the stage of its creation?
04:41Will the target be reached?
04:42What is the schedule of its pilot testing?
04:45You're right, sir.
04:46The unified ID is one of the solutions to open the fake IDs.
04:50And then with regard to where our unified ID is,
04:55with our partnership with our mother agency, DSWD,
05:00we're already in the prototyping stage.
05:02And then we're arranging the processing on how to comply with the operations of our prototype.
05:17But with regard to the timeline,
05:20we are very hopeful that we will be able to enter our timeline.
05:23But rest assured that the prototyping is a study.
05:27So we hope that we will support our LGUs to make our unified ID successful.
05:34And again, we will be able to open our fake IDs.
05:37That's right.
05:37This is a good program for PWDs.
05:40However, it also has a big effect on small businesses.

09:39The Commission on Elections officials prioritized the inspection and verification of the printed balotas that will be used in the election of 2025.

09:59Rafi, Comelec showed the extension of their verification area here in the Amoranto Sports Complex.
10:09According to Comelec chairman George Erwin Garcia, 27 million balotas are being printed but only 3 to 4 million balotas are verified.
10:21It means that even if the printing is fast, the speed of verification is not the same.
10:28Manual and machine verification is done.
10:31The balotas are checked manually by a verifier and then passed through the machine several times.
10:38Sometimes, it's passed through the machine but not through the eyes of the verifier.
10:43Even if it's a piece of dirt or a smudge of ink on the balota, it's not passed through manual verification.
10:50Comelec added more than 200 verifiers and they are the ones in Amoranto.
10:56There are also verifiers in the National Printing Office and they are on a day and night shift there.
11:02Comelec said that they can still reach their April 14 deadline.
11:06As for Rafis and the syndicates that are allocating sure wins to politicians who are willing to pay millions,
11:15Comelec said that they are already negotiating with the NBI regarding this.
11:19There's also a former Comelec employee who hasn't been in Comelec for 17 years and is being investigated now.

11:32This is just a day shift but Comelec plans to have a night shift and their target is the same here in Amoranto
11:40or in the NPO to have a total of 2 million balotas verified every day.
