00:14that the UK's recent decision to make it harder for refugees to get British citizenship

00:22The government issued new guidance saying that anyone who enters the UK illegally,
00:26having made a dangerous journey, such as via a small boat or hiding in a vehicle,
00:31will normally be refused citizenship.
00:33This is regardless of the amount of time they had lived in the country.
00:37Generally, foreigners in the UK must have spent five continuous years there
00:41before they can apply for indefinite leave to remain and then apply for citizenship.
00:45The previous guidance said that any illegal entry more than 10 years ago
00:49wouldn't be grounds for refusal,
00:51but this has now changed, prompting swathes of criticism online.
00:55Some social media users and refugee organisations have described the move as appalling,
01:00urging the government to reconsider,
01:02while others have labelled it a clear breach of the UN Refugee Convention.
01:06They say this is because Article 31 of the Convention says that states can't impose penalties on refugees
01:12based on their illegal entry or presence in the country.
01:15The government disagrees, with Minister David Hansen arguing that individuals can still apply for citizenship
01:21regardless of how they entered the UK.
01:23He added, though, that the new presumption is that applications from those who arrived illegally
01:28will be rejected unless they can provide any exceptional mitigating circumstances.
01:33Experts told EuroVerify that the new rules are inconsistent with Article 31,
01:38adding that they also go against the spirit of the Refugee Convention
01:42because they stop refugees from being able to integrate fully.
01:45Some said that it feeds into an anti-immigration, xenophobic rhetoric
01:49that paints refugees as criminals and divides society.
