00:00PhilHealth will also answer the question. The patient will be brought to the emergency room even if he is not confined.
00:06That is their outpatient emergency care benefit package. Our co-anchor for today is PhilHealth spokesperson Dr. Israel Francis Pargas.
00:15Pargas, good morning.
00:17Good morning. Good morning Egan and good morning to all of our viewers.
00:22How much is the benefit package?
00:25Well Egan, this is our new benefit. This is not a case rate or a package that has an amount. This time, it will be a fee-for-service.
00:36For example, because the reasons for going to the emergency room are different,
00:41so what we will do, what laboratories will order or what medicines will be provided during your stay in the emergency room or if there are supplies,
00:52that is what we will pay and it is capped. So it depends on our condition, what treatment and what we did in the ER, that is what we will pay.
01:03But suffice it to say, we already have a benefit for that.
01:06All expenses in the ER will be paid?
01:11Yes. Of course, that includes the ER room fee, supplies, laboratories, medicines and even the doctor's fees.
01:22But it is also possible, because we know that the hospital charges are different,
01:28it is also possible that we cannot cover all the expenses because again, this is a fee-for-service with a cap.
01:35For example, our laboratory charge is up to P3,500 or our medicines are up to P2,000. That is how we will pay.
01:44Even if you're not confined, you can still be admitted, as long as you're in the ER?
01:51Yes. You're right Egan. This is for the members who are in the ER, who stayed for two hours or three hours or less than 24 hours and were not admitted.
02:04We already have a benefit.
02:06In the ER, do we have a feel-health desk that when you enter, you will lie down on the bed and your family members will take care of you?
02:17It is not in the ER, but we have hospitals, their billing station. There are feel-health staff sitting there, especially for example,
02:29what we call P-Cares or if there's a malasakit, there's a malasakit center where the feel-health staff sits.
02:36But those who are in the billing, they are not employees of feel-health.
02:41Okay. Who is in charge of this? What type of patient? Sometimes, there are patients who are brought to the ER.
02:49There are patients who have a headache, who just want to know what's happening to them.
02:56All of our Filipinos are members of feel-health so all of us are in charge of this.
03:02If we were brought to the ER and we were given an appropriate treatment, it can be covered by feel-health.
03:10If it's a severe case, or if it's not, for example, a stroke or high blood pressure, it can also be covered.
03:20Okay. If it's an emergency case, will feel-health respond to it as well as the ambulance?
03:29As of now, not yet. But it is being studied to be part of our emergency care benefit package.
03:36Okay. Let's go to dengue. Dr. Vargas, what can feel-health do to improve the cases of dengue patients?
03:45Yes. Actually, there are three ways to benefit from dengue.
03:51First, if you are a member of feel-health and you are registered with our primary care or consulta provider,
03:59you can go there for free consultation or check-up. If the laboratory needs it, our consulta provider will provide it for free.
04:11Second, if you are going to the emergency room, as we mentioned, and you are suspected dengue, but you were not admitted,
04:21feel-health will pay for it. If you are confined, there are two packages covered by feel-health.
04:30First, for dengue mild fever, our package now is P19,500, which was P10,000 before.
04:39If this is dengue severe or hemorrhagic dengue, which was P16,000 before, now we are paying P47,000.
04:50This will reduce the number of dengue cases. But the question is, if we are all members, what will ordinary Filipinos do?
05:01Yes. By virtue of the Universal Healthcare Act, every Filipino is a member of feel-health and we have immediate eligibility for the benefits of feel-health.
05:13So what we're saying is, for us to get the benefits of feel-health, we need to register in feel-health.
05:23So when the time comes, when we need it, we don't have documents to give or present because we are already in the feel-health database.
05:34Is there a fee for registration?
05:36No. It's free. You can go to our offices nationwide or through our website, www.feelhealth.gov.ph or even to the E-Gov application. You can register there.
05:53Thank you for the good news. Feel-health spokesperson, Dr. Israel Francis Pargas. Be careful.
05:59Thank you Egan. Good morning to all of us.
