00:00A further tweaking of the Radio Frequency Identification, or RFID, payment scheme is

00:05in order to optimize cashless toll collection in expressway toll booths, newly minted transportation

00:14chief Vince Dizon announced today.

00:16Mounting complaints from motorists over the years point to glitches in the system that

00:21have led to costly fines for motorists and snarled traffic at the toll booths time and

00:28again.

00:29He blames and blames the system as anti-poor.

00:38Following his appointment as transportation chief, Secretary Vince Dizon immediately ordered

00:43the suspension of full cashless payment on expressways.

00:48This comes after the announcement from the Toll Regulatory Board, or TRB, that all vehicles

00:52passing through expressways must have Radio Frequency Identification, or RFID, starting

00:58March 15, or else they will be fined from P1,000 to P2,500.

01:03Dizon explained that the system should first be perfected before its implementation.

01:25Dizon also called this proposal anti-poor, as not everyone can afford or has the time

01:30to top up their RFID.

01:33The secretary will coordinate with toll operators to discuss the system.

01:48Today Dizon formally took his oath before President Ferdinand R. Marcos, Jr.

01:53The president directed him to expedite the construction of the government's infrastructure

01:57projects to ensure a well-organized and efficient transportation system in the country.

02:03This aims to alleviate the daily struggles of commuters.

02:06The secretary will also focus on short-term solutions to transportation issues, including

02:11making the EDSA busway more efficient by speeding up the dispatch of buses to prevent traffic

02:17congestion.

02:18He also stressed the need to increase the number of new MRT trains and develop sidewalks

02:23for individuals who do not need to commute to work or school.

02:26The secretary will also address issues surrounding big-ticket infrastructure projects, including

02:32right-of-way issues.

03:01Regarding the PUV modernization program, Dizon said he supports it but emphasized the need

04:01The secretary also plans to request the LTO to speed up the processing of license plates,

04:13stating that with modern technology, there should be no reason for delays.

04:18He also announced the expected entry of new DOTR officials.

04:21According to him, time should not be wasted, and it is better to have officials who already

04:26understand the system to ensure the agency's operations run smoothly.

04:31However, some incumbent transportation officials will still remain in the agency.
