00:00Three personnel of the Office for Transportation Security were detained while investigating an incident in Raiya
00:07where a passenger's bag was found with a bullet or a gunshot wound.
00:11Joseph Moro witnessed the incident.
00:16In 2015, a series of gunshots or gunshots were fired at the victim and the passenger, both Filipinos and non-Filipinos.
00:24They complained that their luggage was loaded with bullets and they were being chased by airport staff.
00:30In a case where an OFW almost lost his job, he was unable to return to his employer abroad.
00:36The government formed an inter-agency team to take care of the OFWs fighting the MoDus.
00:42In 2016, a survey was published which was ranked as the 5th worst in Asia.
00:46One of the reasons for the answers to the survey was the fear that they might be victims of gunfire.
00:52As the years passed, the government assured that the MoDus was no longer there.
00:56But last year, a passenger released a statement saying that he found his bag with a bullet, which he said was not his.
01:04And now, because of what happened to 69-year-old Ruth Adel and her family on March 6 in Raiya,
01:10Where's the bullet?
01:12some netizens are asking if the bullet returned.
01:16Adel's bag had a bullet, so he went to the Office for Transportation Security even though they were in the boarding area of the airplane.
01:24Where is it?
01:25It's in the losery.
01:26Maybe it's this one.
01:28This is for your nose.
01:30After the accusation, no bullet, bulletproof vest or bulletproof vest was found in Adel's bag.
01:35I have nothing to do with this.
01:36So this is just a yes or no?
01:39Empty shell.
01:40Why is there a bullet?
01:41Because it's bulletproof, that's what you said first.
01:44You said it's bulletproof.
01:46Now it's bulletproof.
01:48But they wanted to bring the bag to the OTS office to be scanned again.
01:52At this point, they passed through the X-ray machine and the netizens are not sure what bag they have that has a bullet inside.
02:00I'm the only one who brought it.
02:04They put a bullet in my bag.
02:08In her post about the incident, Adel also mentioned that the OTS people are still smiling.
02:14She's still smiling.
02:16I thought she was pranking us because the way she's delivering the message, there's no professionalism.
02:26They boarded the airplane, but the three OTS personnel wanted to file a case.
02:31They were put in a floating status while the DOTR was investigating the incident.
02:38We are sending a message loud and clear to everyone in government that we will not tolerate this sort of behavior.
02:44Against our citizens.
02:46The OTS admitted that they have done something wrong.
02:48They complained that the inspection has already passed through the X-ray counter.
02:51Our people are lacking in something because they were chased to the boarding gate.
02:57Once you are screened and cleared by the screener, you're done.
03:03The DOTR repealed the protocol.
03:05The Department of Transportation has a warning to the government employees who are at the airport,
03:10especially those who serve the public.
03:12You are not allowed to sneeze.
03:14I will remove the word smirk or sneeze from the faces of the unprofessional, abusive and arrogant OTS personnel.
03:28Our passengers do not need to be harassed.
03:34The airport will also have a hotline to complain about irregularities.
03:38According to the new company that will run the IAOTS, they will still investigate because they are responsible for the security screening as part of the X-ray baggage inspection.
03:48They have already reviewed the OTS and the CCTV footage of the incident.
03:52According to Atty. Gabby Concepcion, checking the equipment at the airport is a security measure for the protection of people who need to be followed,
04:00but who need to be reasonable or justified.
04:02But this should not be done in a way that will result in the permission of other people or passengers.
04:10And those who are doing these searches, you may be the next one to file a case.
04:16There may be a criminal case, actually there are many, extortion, bribery case, anti-grant and corrupt practices act,
04:24if you're asking for money so you won't be charged.
04:28For GMA Integrated News, I am Joseph Morong, your witness.
