00:00Later in the afternoon, the former President Rodrigo Duterte is expected to return to the Philippines from Hong Kong, according to his former spokesperson, Atty. Harry Roque.
00:09If the International Criminal Court or ICC is released against the former president, Malacanang has something to say to his supporters.

00:29No communication has been received about the arrest warrant from the International Criminal Court against the former President Rodrigo Duterte.
00:36The ICC Prosecutor said they did not comment on the ongoing investigations, so they did not comment on the reports about the arrest warrant.
00:45The ICC Prosecutor is investigating the crimes committed from November 1, 2011 to March 16, 2019 in the context of the war on drugs.
00:54In March 17, 2019, the Philippines' involvement in the ICC became effective.
00:59But the Philippines is still a member of the Interpol.
01:02That's why the government said that the request for assistance in serving the warrant cannot be ignored.
01:08If the request for assistance in serving the warrant is to the Interpol, that's a different law, a different international covenant, a different treaty, the Interpol.

02:06According to the DOJ, if there is a notice from the Interpol, it will be received by the National Central Bureau, formed by the PNP, Bureau of Immigration and NBI.
02:15All these requests will be evaluated.
02:18We have to see that the Interpol request is a valid request.
02:23That is the only time that it will be given due course.
02:25On that basis, the agencies will act.
02:28As of now, Palacio believes what the former President said, that his visit to Hong Kong was just to visit the OFWs there and not to escape the warrant.
02:40Since we are no longer members, they can go directly to the law enforcement agency or they can go directly to a third-party country that is still a member of the ICC.
02:52So the options of the ICC will be broad.
