Five non-safety-related vehicle inspection items will soon be placed under a self-declaration system at Puspakom to speed up the inspection process, says Transport Minister Anthony Loke.
Speaking at a press conference after visiting the Wangsa Maju Puspakom Centre on Tuesday (March 11), Loke announced that starting March 17, vehicle body lettering, speed signs, first aid kits, registration numbers, and the condition of passenger seats in public service vehicles will no longer require mandatory checks.
However, he emphasised that enforcement authorities will continue roadside inspections to ensure compliance.

00:00MOT will also take a few steps to help postpacom and vehicle owners in dealing with the issue of
00:15problems and difficulties in obtaining a check slot. The steps are as follows.
00:20First, check items that do not involve the safety aspect.
00:25MOT will introduce the concept of self-declaration
00:30to several items of inspection that do not involve the safety aspect.
00:35Five items that have been identified for mandatory inspection are as follows.
00:411. Vehicle body sign or body lettering
00:472. Speed sign
00:503. Emergency aid kit
00:534. License plate number
00:575. Location of vehicle
01:01Body lettering
01:02Usually, if you look at the lorry outside,
01:06next to the driver's door,
01:10there is the company name and its address.
01:15Sometimes, it is hidden.
01:18If it is now, it will fail.
01:20If it is hidden, it will fail.
01:21If it is not visible, it will fail.
01:22So, for convenience, it will not fail.
01:26But you need self-declaration.
01:29It is there and it is clear.
01:31If tomorrow, it comes out of the postpacom,
01:34if it is not clear, it cannot be seen,
01:36it is subject to enforcement.
01:38But the postpacom card will not fail.
01:41It can only do self-declaration.
01:43It is the same with the speed sign.
01:45Behind every lorry, there must be a speed sign sticker.
01:49I understand that many people know,
01:51when they come to the postpacom,
01:52they stick the sticker before entering.
01:55So now, if it is not there,
01:58if it is not clear,
02:00sometimes it is there, but it is not clear,
02:02or it is hidden,
02:04it is hidden, it may not be good anymore,
02:07now it is failed.
02:09We give self-declaration.
02:11You go out, fix it,
02:13put a new sticker.
02:15But if there is a JPJ enforcement,
02:18if it is not there, it can be sued.
02:21But in the postpacom, it will not fail.
02:23It is the same with the registration number,
02:26which is the plate number.
02:28If the plate number is now,
02:29it has to pass the postpacom.
02:31Our plate numbers are all standard.
02:33But if the plate number is not according to the specifications,
02:36it will be subject to outside enforcement.
02:39In the postpacom, only self-declaration.
02:42So there are 5 items as I have mentioned.
02:46This inspection item will be removed from the mandatory list
02:49for the approval of the postpacom inspection.
02:52However, the owner of the vehicle
02:54must make a self-declaration
02:56to ensure compliance with this requirement.
02:59For example, a vehicle fails the inspection
03:02if the text of the vehicle's address is not arranged,
03:05although this is not related to whether the vehicle is safe
03:08to be on the highway.
03:10After the change is carried out,
03:12the postpacom will no longer fail a vehicle
03:15due to such reasons.
03:17This will reduce the inspection time
03:19and reduce the failure rate
03:21due to non-critical reasons from the safety aspect.
03:24Why did we choose this item?
03:26Because the statistics show
03:28that among the reasons for the highest failure rate
03:31is this item.
03:33So people complained.
03:34Many people said,
03:35Oh, this is just a little.
03:37I can't see a single letter.
03:39I can't see a single alphabet.
03:41It's not clear.
03:42The postpacom failed.
03:43There were many complaints.
03:45They said, this kind of thing is failed.
03:47It has to come back a second time.
03:49So it adds more burden
03:52to the postpacom.
03:54So we remove this item
03:56so that it is no longer failed
03:58due to such reasons.
04:00The MOT also emphasized that
04:02although the 5 items that are not critical
04:04from the safety aspect
04:05are not inspected by the postpacom,
04:07the MOT will still conduct an inspection
04:10on these items on the road
04:12to ensure continuous cooperation.
04:14Disobedience can be taken
04:16under the Road Traffic Act.
