02:36February 8, 2018, the International Criminal Court announced that it has a pre-investigation on the extrajudicial killings
02:44in the war on drugs of former President Duterte based on the complaints filed against them.

03:17President Duterte announced that the Philippines has violated the Rome Statute.
03:22The Philippines' violation of the ICC became effective in March 2019.
03:27Although the Philippines is no longer a member of the ICC, according to the ICC Appeals Chamber,
03:33it still has jurisdiction over the crimes committed by the Philippines when it was a member.
03:38This was confirmed by the Supreme Court's decision in March 2021.
03:42June 14, 2021, the ICC Prosecutor released a preliminary investigation
03:48on the valid evidence of crimes against humanity in the war on drugs from July 2016 to March 2019.
03:56That's why on September 15, 2021, the ICC Pre-Trial Chamber started the investigation in the Philippines.
04:04November 10, 2021, the government of the Philippines asked the ICC to stop their investigation
04:09because they are already conducting their own investigation here in the country.

04:16But on January 26, 2023, the ICC Pre-Trial Chamber
04:22asked the prosecutor to continue the investigation on the EJ case
04:26because they are not conducting the investigation in the Philippines.
04:29This was approved by the government of the Philippines, but the ICC did not agree.
04:33However, President Bombong Marcos said several times that they will not help the ICC.
05:04The former president has already decided if he will help the ICC.
05:08If that's what PRRD wants, we will not stop the ICC.
05:16We will not help them.
05:18But if he agrees to talk to the ICC or to have an investigation,
05:25that's up to him. We have no decision on that.
05:28Executive Secretary Lucas Bersamit said that the Philippines is obliged to help the ICC
05:34if the court passes its request to the Interpol or the International Criminal Police Organization.
