00:14First of all NATO membership is not in the cards and that's not America's
00:19decision. There would have to be a unanimous vote of NATO members and and
00:24it's going to be blocked by several countries if it is ever put to a vote.
00:27There's been talk of security guarantees in some type of military
00:31force that would be in Ukraine to enforce an agreement that will prevent a
00:37peace agreement. I know there there are European states that want to do that.
00:41Russia's not going to agree to have NATO troops in Ukraine to enforce an
00:46agreement. I think peacekeepers are a security guarantee. I think they are a
00:50way to keep both sides honest and to make sure an agreement is complied with.
00:55Now concerning the minerals deal, the minerals deal may be a security
01:00guarantee down the road. In the short term it's not going to have any effect
01:03in making sure that both sides agree to comply with a ceasefire or peace
01:08agreement because it will take so long to implement efforts by the U.S. to
01:13extract rare earth minerals from Ukraine. But I think long term it gives the U.S.
01:18an economic commitment to Ukraine that will help sustain an agreement.
