Russian President Vladimir Putin has floated the idea of establishing a "transitional" government in Kyiv under the auspices of the UN.
Speaking in Murmansk, he said: "In principle, it would be possible, under the auspices of the UN, with the United States, even with European countries, of course, with our partners and friends, to discuss the possibility of introducing transitional administration in Ukraine."
