01:47They're working on three C's of communalization centralization and commercialization as far as the education policy is concerned
01:54Dharmendra Pradhan has in an article has explained what was the earlier policy like. Pradhan has said that earlier corruption and a governance

02:08the University Grant Commission and other institutions they have become instruments of control rather than
02:15the appointments to leadership in universities were based on political loyalties and now he has also
02:22Said that what is about the new education policy
02:25He is the thing that the NEP has restored primacy to all Indian languages and knowledge of traditions overcoming the decades of English
02:33first policies though Indian knowledge system initiative over 8,000 higher education institutions have adopted

12:57The government has got good numbers
12:59To get the bill passed
13:30All BJP's top allies
13:32Have decided to back the bill
13:34According to the information accessed by India Today
13:36There have been recommendations though
13:38That have come in from alliance partners
13:40Like the Telugu Desam Party
13:42The Janata Dal United, Chirag Paswan's LJP as well
13:44And it has been incorporated
13:46By the JPC
13:48So for now, NDA leaders and alliance partners
13:50Are extending support
13:52Let's look at the numbers now
13:54Because eventually it is the numbers game in the Parliament
13:56This is the Lok Sabha
13:59India block, 238 MPs
14:01So even if all the NDA leaders

14:05In favour of the Waqf Amendment Bill

17:24About the Waqf Amendment Bill
17:54What a Waqf property is
17:56Here is what it says
18:25As per Sharia law
18:27Once a land goes to Waqf
18:29It cannot be reversed
18:31Notably the land holdings
18:33The Waqf board's land holdings
18:35Have doubled since 2009
18:37So what is the history of the Waqf Act
18:39Well the Act was first passed by Parliament
18:41Back in 1954
18:43Subsequently it was repealed
18:45And a new Waqf Act was passed in 1995
18:47That essentially gave more powers
18:49To Waqf boards
18:51In 2013 the Act was further amended
18:54Again to give far reaching powers
18:56To the Waqf board to designate property
18:58As Waqf property
19:00So what does the Waqf board do
19:02Currently every state has a Waqf board
19:04Headed by a chairperson
19:06One or two nominees from the state government
19:08Muslim MLAs and MPs
19:10Muslim members of the State Bar Council
19:12And Islamic scholars
19:14The boards have the power to administer
19:16The property and take measures
19:18To recover and sanction any transfer
19:20Of immovable property of Waqf
19:22This can be by way of gift, sale, mortgage
19:24Or lease
19:25The Waqf board has also been granted
19:27Complete unrestrained power
19:29When it comes to registering properties
19:31And as a result of that
19:33Waqf boards currently have
19:35Almost 8,70,000
19:37Immovable properties
19:3916,173
19:41Movable properties
19:43And 3,56,031
19:45Estates in more than 8,00,000
19:47Acres of land
19:49And it's because of this that Prime Minister Modi
19:51Set his eyes on reforming this act
19:53And tweaking its powers
20:13So the government introduced the
20:15Waqf Amendment Bill
20:17And as expected this has triggered a big political fight
20:19Let's first recap for you
20:21What happened in August 2024
20:23When the bill was first introduced in Parliament
20:25This was the Waqf Amendment Bill 2024
20:27Which was introduced in the Lok Sabha
20:29On 8th August 2024
20:31And the very next day
20:33It was referred to a joint parliamentary committee
20:35With MPs from the ruling party
20:37And the opposition
20:49Justice has not been served
20:51To rectify it
20:53This bill has been introduced
20:55History will remember
20:57Who supported
20:59This bill
21:01And who opposed it
21:03History will remember
21:05So once the JPC report was out
21:07The cabinet approved
21:0914 amendments to the bill
21:11These amendments modify
21:13Several contentious provisions of the original bill
21:15The original 2024 bill
21:17Mandated that every property
21:19Dedicated to Waqf must be registered
21:21Within 6 months
21:23Now the JPC's amendment
21:25Is flexibility in that timeline
21:27And so the Waqf Tribunal can extend the deadline
21:29In some cases
21:31Another point
21:33One of the most controversial aspects
21:35Of the original 2024 August bill
21:37Was the enhanced role given to
21:39District collectors in determining
21:41Whether properties claimed as Waqf
21:43Were actually government properties
21:45Now the bill based on the JPC
21:47Recommendation has been tweaked
21:49So not collectors
21:51But a more senior designated government officer
21:53Chosen by the state government
21:55Will decide on properties
21:57The other big change is in the composition of the Waqf board
21:59The original 2024 bill
22:01Mandated for a non-Muslim
22:03Chief executive officer
22:05And at least two non-Muslim members
22:07To be appointed by the state government
22:09To essentially change the Waqf board's composition
22:11Of only having Muslim members
22:13Now the JPC has changed this aspect
22:15While two non-Muslim members
22:17Will still be mandated to be a part of the board
22:19It's also mandatory
22:21To have a member with knowledge
22:23Of Muslim law
22:25So these are the changes made to the bill
22:27Based on suggestions of the JPC
22:29But these are essentially partial concessions
22:31As the opposition claims
22:33That their suggested changes
22:35Haven't been made
22:37And certain parts of the bill
22:39Like two Muslim members of the Waqf to be women
22:41Survey of Waqf property by the government
22:43And essentially that just the Waqf board
22:45Can't declare what is Waqf property
22:47They have been retained
22:49As was in the August 2024 bill
22:51A dissent note was also added
22:53In the JPC report
22:55Which highlighted the issues that opposition
22:57Had with the bill as it is now
22:59Now the government
23:01Faces the Waqf bill test in parliament
23:03As opposition MPs have made their stand clear
23:05On this contentious reform
23:08Expect a full on showdown in the parliament
23:10But outside the parliament as well
23:12There is as much chorus growing
23:14All India Muslim Personal Law Board
23:16Has sent out a statement
23:18Appealing to what it says
23:20Are all secular political parties
23:22Including BJP's allies
23:24Members of parliament
23:26To not vote for the Waqf amendment bill
23:28To strongly oppose it
23:30To not vote in the favour
23:32Under any circumstances
23:34All India Muslim Personal Law Board
23:36Has led protests as well
23:38Some of the visuals on your screen
23:40They have been stating that
23:42No amendment should be coming
23:44To the Waqf sweeping arbitrary powers
23:46That the government wants to restrict
23:48Remember after the railways
23:50After the Indian armed forces
23:52It's the Waqf board that has
23:54Maximum land power in some way
23:56Has been able to spread across India
23:58With what according to the charges are
24:00Have been sweeping arbitrary powers
24:02And now there will be
24:04More transparency
24:06More structure to it
24:08Including non-Muslim members
24:10Who will be part of the panel here
24:12So that is going to be the big news coming in

29:05Is primarily their vote bank
29:07As far as the left is concerned
29:09They just have one MP in the Lok Sabha
29:11But as far as the Congress, the UDF is concerned
29:13They have 19 MPs out of the
29:1518 MPs out of the 20 in Lok Sabha
29:17Including 2 IUML MPs
29:19But a lot of pressure on the Congress
29:21The Congress and IUML was also
29:23Divided a bit on the
29:25Munambam Waqf land issue
29:27So all together it is going to put a lot of pressure
