01:01News release from Borno State Government House during the preceding week indicated that the Borno State Governor, Babagana Umar Azulam, and the Shehu of Borno, Abubakar Ibn Umar Gabayel Kanemi,
01:14have raised alarm over the escalating attacks by Boko Haram, ISWAP, urging the federal government and security agencies to take decisive action before the situation spirals out of control.
01:26According to the report, over the past months, communities in Borno have suffered relentless assaults with insurgents targeting villages and military outposts,
01:36particularly in Sabongari, with Jericho and Wulgo, among others.
01:41During an expanded security meeting at Government House, Zulam urged the federal government to prioritize the security of the northeast,
01:49particularly Borno State, which shares borders with three neighboring countries, Chad, Cameroon, and the Republic of Niger,
01:57as well as security concerns in the Sahel region.
02:00While we appreciate the tremendous support from the federal government and the military,
02:05we also want to state that with the current focus in the fight against insecurity shifted from the northeast,
02:11all the gains we have recorded so far will be reversed.
02:15In recent times, Borno State has been witnessing sporadic attacks from Boko Haram insurgents.
02:22Many military formations were dislodged, such as in Wulgo, Wajiruko and Sabongari, among others.
02:28It seems we are losing ground.
02:31Therefore, we want to appeal to the federal government to ensure that the northeastern part of the country receives the desired attention.
02:39It seems the focus of the Nigerian army and the Ministry of Defense is not on the northeast.
02:45Governor Zulam stated that the northeast, particularly Borno State,
02:49which is neighboring three countries in the troubled Sahel region,
02:52deserves more attention from federal government in its resolve to fight against terrorism in Nigeria.
02:58Zulam further stressed,
03:00The recent escalation of Boko Haram attacks across the state is a matter of utmost concern.
03:06There is an urgent need for aggressive military action and actionable intelligence to counter the insurgency.
03:13The recent attacks on Sabongari, Damboa, Wulgo, Barga and Minguno point to the need to up our ante
03:20in confronting Boko Haram insurgency decisively and swiftly.
03:24I call on our armed forces to not only mount checkpoints and guard our towns and villages,
03:30I also call on our armed forces to take the battle to the enemy.
03:34We should not grant breathing space to the terrorists to regroup, rearm and carry out attacks on our territory.
03:41By engaging in relentless patrols, picketing and decapitation missions,
03:45our troops should defeat and end the insurgency in time so that our recovery plan will progress without let or hindrance, he said.
03:53The governor restated his commitment to continually support the military and other security agencies working in Borno State to
04:01achieve their objectives of fighting insurgency in the state.
04:05The governor noted,
04:06Borno State Government will continue to work closely with the armed forces to execute our development and peacebuilding programs.
04:14We are deeply conscious of the nexus between development, security and peace.
04:20Hence, as we invest in critical infrastructure,
04:23we are also opening new avenues for our citizens to engage in agriculture and sustainable livelihood.
04:29He added,
04:30All these will not be possible without resourcing and empowering our security agencies to secure our territory and safeguard citizens' lives and property.
04:39My government will continue to support our defense and security agencies while pushing them to perform better when encountering terrorism, insurgency and criminality.
04:50Briefing journalists after the closed-door session of the security meeting,
04:54Borno State Commissioner for Information and Internal Security,
04:58Professor Osman Tarr noted that among the resolutions at the end of the meeting,
05:03the Security Council had expressed support to Borno State Government's resettlement efforts.
05:09The meeting was attended by the GOC-7 Division,
05:12Major General Abu Bakr Haruna,
05:15traditional rulers from the seven emirate councils of Borno and other heads of security outfits.
05:20Meanwhile,

05:23Babagana Zulam has ordered immediate prosecution of a man in viral video
05:27molesting a minor in the state,
05:30giving the order after he met with the little boy,
05:32Bashir Ghaji,
05:33and offered the little boy and his family a furnished house and education scholarship.
05:38In a statement,
05:40the government media reported that the,
05:42Borno State Governor,
05:43Babagana Zulam,
05:44has ordered the immediate prosecution of Bakar Modu,
05:49a man shown in a disturbing viral video allegedly molesting a minor,
05:53Bashir Ghaji.
05:54Following the governor's directive,
05:56Bakar Modu was arrested by the security operatives on Saturday night at Umarari in Meduguri.
06:03Zulam gave the prosecution order on Sunday when he met with little Bashir Ghaji at Government House,
06:09Meduguri.
06:10The video which has sparked outrage across social media platforms,
06:14highlights a grave violation of children's rights and the urgent need for a robust response
06:19from law enforcement and judicial authorities.
06:23Governor Zulam has emphasized that his administration will not tolerate any form of abuse or exploitation
06:29of minors and directed swift action to bring the perpetrator to justice.
06:34This heinous act is an affront on our values and a betrayal of our duty to protect our children.
06:39Students and minors who are under our guardianship.
06:43Governor Zulam said,
06:44We cannot tolerate such actions perpetually repeating itself.
06:48I am directing the relevant authorities to move swiftly and ensure that this individual faces the full extent of the law.
06:56Our children deserve a safe environment to grow and become meaningful members of society.
07:01The governor, however, directed the Ministry of Women Affairs and Social Development to devise modalities for increased community awareness programs
07:10to educate families and local traditional teachers and guardians on the proper means of enforcing discipline on children.
07:17Meanwhile, Governor Babagana Yumara Zulam met with the little Bashir Gaji on Sunday at the government house.
07:25He announced that he would provide a fully furnished house for Bakar and his family and a scholarship to cover his education.
07:32Little Gaji's family currently live in an IDP camp in Minguno after his father was assassinated by Boko Haram insurgents.
07:40Council arrived at the following resolutions.
07:46Number one, council expressed concern at the rising cases of insurgency attacks in Borno State.
07:59Council noted that recently, the Boko Haram insurgents have carried out daring attacks on our military installations and critical infrastructure
08:13and even dislodged some of these facilities.
08:18This is worrisome and is disturbing.
08:22Council called on the federal government of Nigeria and armed forces of Nigeria
08:27to continue to support the ongoing efforts in counter-insurgency operations.
08:36On their part, participating security agencies, the chiefs of the participating security agencies
08:43assured the council that they will do all within their resources
08:50and they will request for more assets and platforms with a view to enhancing their capabilities to confront the adversary.
09:01The Nigerian Air Force, council notes that the Nigerian Air Force is about to receive additional assets and platforms
09:10that will enhance the performance of the Air Force.
09:13Already, the Air Force is doing very well by providing area support to our land forces.
09:20Security forces have promised to improve in the areas of offensive combat and clearance operations,
09:28especially in hard-to-reach areas.
09:32Number two, council expressed satisfaction with the resettlement drive of the Borno State government
09:41and encourage the Borno State government and his team to continue to resettle more towns and villages
09:52so that our refugees and internally displaced persons will return back to their ancestral homes.
09:59Council noted that already over 100 villages and towns have been resettled
10:05and more will be resettled in the coming months, in spite of the challenges.
10:10Therefore, council called on all our security agencies to support the resettlement drive of the Borno State government.
10:19Number three, council expressed worry that in spite of all the efforts of the State government,
10:26three local government areas are yet to be resettled.
10:29They are Abadam, Guzamala, and Marti.
10:35For a country the size and caliber of Nigeria, for three local government areas yet to be resettled,
10:44it is a matter of great concern.
10:47Therefore, council called on the federal government to support the resettlement drive of the Borno State government
10:54so that these towns and villages will be resettled very soon.
