During a Senate Armed Services committee hearing prior to the congressional recess, Jacky Rosen (D-NV) questioned Lieutenant General William Hartman, the Acting Commander of the United States Cyber Command, about adapting cyber trainings in response to changing threats.

00:00Ranking Member Rosen. Thank you. I want to build a little bit on Senator
00:05Round's AI question because we look to the future of cybersecurity. How else do
00:10we need, besides artificial intelligence, how do we need to adapt our training and
00:16development pipeline to ensure that our human workforce achieves mastery in the
00:23cyber domain? And additionally with the increasing demands on our personnel and
00:27the nature of the cyber operations, how else can we perhaps leverage industry or
00:32commercial training opportunities to supplement the more specific on-net
00:37training that takes place in a classified environment? Senator, thanks for the
00:42question. You know we've talked about CyberCom 2.0 and and one of the the big
00:47ideas in CyberCom 2.0 is advanced training. All right and right now CyberCom is very
00:54fortunate and the services have done a very good job in order to present a C2
01:02force and so the first time in the history of the command over the last year
01:05right we've reached C2 which means manned 80% in the aggregate and trained it to
01:0970% but as we look at things like artificial intelligence and cloud
01:15computing and data scientists and other advanced capabilities we do think that
01:23the model we've laid out in CyberCom 2.0 is really where we need to go and it's my
01:30role with service like authorities and as a joint force trainer to take service
01:35members and civilians that are presented to us by the services and take them from
01:40that basic level and make them masters okay and that is masters in data science
01:46that's masters in cloud computing that's masters in artificial intelligence and then
01:51immediately take those lessons and feed them back not only into the the training base from
01:56the services but also into our operational organization that that is really what the
02:01the best way that we think we can we can get after the the training part of this we
02:06were also working very closely with private industry the CRADA authority that the committee
02:13has given us also allows us to execute CRADA's with private industry and we continue to work
02:19very closely with you arcs and FFRDCs who provide us access to really high-end
02:27really responsive talent particularly as it relates to artificial intelligence and
02:32machine learning thank you
