00:39It's my privilege to present the visions and needs of Andhra Pradesh's rural economy,
00:46the backbone of state's development.
00:51Andhra Pradesh seeks a shared responsibility model,
00:54aligning rural development with national inclusive and sustainable growth
00:59while ensuring the well-being of its people.
01:03And we aim to digitally empower every Grand Panchayat
01:05with high-speed internet, develop farm-to-market roads,
01:08establish rural logistic hubs,
01:11and ensure path-hole free roads.
01:14We have initiated restructuring of Panchayat Raj Department
01:17for Unified Service Delivery, Scientific Classification of Grand Panchayats
01:21for adequate staffing and capacity building for grassroots leaders.
01:27A landmark initiative saw a special Grand Sabahs held
01:30in all 13,326 Grand Panchayats on a single day
01:34to approve the Mahatma Gandhi National Rural Employment Guarantee Scheme Action Plan,
01:40promoting participatory planning and transparency.
01:42And instilling national spirit in Panchayats,
01:46we have enhanced grants for national celebrations in villages,
01:49in villages, but on Independence Day from 100 to 10,000 rupees,
01:54and for Republic Day, rupees 250 to 25,000
01:58to foster national consciousness.
02:00One broad agenda we kept is,
02:02one commitment is to make Panchayats as income-generating.
02:05We are promoting timber plantations, ecotourism,
02:09and skill-building in film and media,
02:13and branding Panchayat identities like Lepakshi,
02:17Kondapalli for market linkage.
02:19Circular economy models are being adopted
02:22to turn local challenges into opportunities.
02:24One area we have really identified is India imports,
02:27or country imports nearly 35 million cubic meters quantity of timber,
02:32worth around 22,000 crores per annum,
02:35primarily from China, Malaysia, and Indonesia, Germany,
02:39and some other East European nations.
02:41But Bharat imports timber to cater to the raising domestic demand
02:45because of increasing population, urbanization,
02:49construction activities, and furniture for paper.
02:52The demand for timber in India will continue to rise,
02:55with a projected demand of 98 million cubic meters by 2030,
02:59which would be worth nearly 62,000 crores.
03:03And through Panchayats,
03:04Andhra Pradesh is working for increasing the production of timber
03:07to reduce the burden of timber import on the country.
03:11That is one area we are really focusing on.
03:13We would like to come with a very concrete approachable,
03:17I mean, workable models in the next two months.
03:21By the way, it would start once the monsoon starts.
03:25And the other one is progress under the NDI government
03:27is key initiatives including, includes establishing Gokulams.
03:31We are making the Narega scheme to establish assets,
03:36which are also private.
03:38Gokulams are private assets.
03:40So key initiatives including establishing Gokulams for cattle care,
03:44promoting horticulture, and developing infrastructure in tribal,
03:48and particularly PVTG, particularly vulnerable tribal group areas.
03:52And Panchayats are national builders,
03:56nation-building builders,
03:57as Panchayats are central to national resilience.
03:59Despite constraints, we mobilized 800 crore in house tax
04:03in financial year 24-25,
04:06and are expanding Panchayat Raj institutions' financial sustainability.
04:11And critical areas needing support is safe drinking water,
04:16tap water for every rural household
04:17with sustainable management and community ownership.
04:21One thing I would like to bring it to your note is that
04:23regarding safe drinking water is we have a lot of water
04:27is getting contaminated because of deep bore well,
04:30and we have raising kidney issues,
04:34which we completely focused on safe drinking water.
04:38So JGM would really help us, that one aspect.
04:41So safe drinking water is our prime area,
04:44which we are focusing on.
04:45Apart from that, sanitation, which is an integrated,
04:48solid and liquid waste management system
04:50as circular economy models.
04:53And all-weather roads,
04:54connecting all habitations with durable roads,
04:56focusing on last-mile connectivity and bridges.
05:01So financial requirements,
05:03to achieve these goals,
05:04there is a need to strengthen the financial autonomy
05:06of our 13,371 gram panchayats,
05:10660 mandal praja parishats,
05:13and 26 jilla praja parishats.
05:16So based on our assessments,
05:18the resource gap for Andhra Pradesh's rural local bodies
05:22will be 62,515 crore during the period 26,27 to 2030, 31,
05:30as detailed in our memorandum.
05:32A higher share of untied grants is essential
05:35to enable local innovation and need-based development,
05:39and direct transfers will empower local bodies
05:42to respond swiftly and effectively.
05:46And one we would like to see is a judicious grant utilization.
05:49We commit to full transparency and accountability
05:53with reforms underway to streamline administration
05:55and strengthen institutions.
05:59Strengthening rural Andhra Pradesh is a national need.
06:03Prosperous villages reduce migration
06:05and ensure food security and drive local employment.
06:09We aim to make PRI's panchayatraj institutions
06:12as a financially strong, environment-friendly,
06:15and ecologically align and seek the Commission's support
06:18in realizing this vision.
06:20As Gandhiji said,
06:21the future of Bharat lies in its villages.
06:23We believe in the future of a global Bharati,
06:25which includes villages as equal partners.
06:28Today we add,
06:29the future of global Bharat
06:31must include our villages as equal partners.
06:34And we try to empower panchayatraj institutions
06:38to become financially sound,
06:40environmentally kind,
06:41and ecologically aligned institutions.
06:44And we look forward to the 16th Finance Commission's support
06:48in making our vision a reality.
