Dlaczego europejscy inwestorzy tłumnie napływają do Kazachstanu

00:14as the new investment hub
00:15of the largest continent
00:16European companies in particular
00:18are keen to acquire natural resources
00:20and do business bypassing Russia
00:22How much investment is really coming
00:24into Kazakhstan, Uzbekistan, Kyrgyzstan
00:27and Turkmenistan
00:28and from where?
00:30Welcome to EastWestConnect
00:32We're highlighting business and economic developments
00:35in Kazakhstan and the wider
00:37Central Asian region
00:38Connecting with Europe and beyond
00:40According to the United Nations
00:42Kazakhstan attracted 15.7 billion
00:45in new projects in 2024
00:47securing its position
00:48as the leading destination for investments
00:51in the North and Central Asia region
00:53The country saw 88% increase
00:56in investment compared to 2023
00:57and it now accounts for 63%
01:00of all investments in the region
01:02Here are the figures for some other Central Asian states
01:05Uzbekistan managed to secure
01:074 billion dollars
01:09whilst Kyrgyzstan
01:12half that amount at 2.1 billion
01:15And Turkmenistan managed to attract 339 million dollars
01:21Three quarters of all the investment in Kazakhstan
01:26is in oil, gas and mineral extraction
01:28Recently, oil giant Chevron announced
01:31a new 43 billion dollar investment
01:33in further development of the Tengiz oil field
01:36But the government is trying to diversify
01:39and encourage investors
01:40to put money into non-extractive business
01:43Joining us now is Mr. Nurlan Jakubov
01:46Chairman of Samru Kazina
01:47the sovereign wealth fund
01:49that serves as a key partner
01:51in major FDI projects across Kazakhstan
01:53Mr. Jakubov, welcome
01:57and thank you for your time today
01:58Thank you
01:59I'm very honored
02:00Samru Kazina is widely seen
02:02as Kazakhstan's key investment facilitator
02:04What in your view makes the country
02:06such an attractive investment destination?
02:09In other words
02:09why should foreign investors choose to partner with you?
02:12Samru Kazina is a sovereign wealth fund
02:15with assets under management
02:16which amount to 80 billion US dollars
02:18We manage oil and gas
02:21metals and mining
02:22railway company
02:24electricity grid operating company
02:25electricity generating company
02:27and we view ourselves
02:28as a catalyst of foreign direct investment
02:30Our modus operandi is
02:32to create a JV
02:33with a strategic foreign partner
02:36where we would take a minority stake
02:38and let the strategic investor
02:42to run the operations
02:44We would commit our capital
02:46into the equity
02:47and provide full support
02:51required for our JV
02:52or for our project
02:53and where needed
02:55we provide a long term
02:56off-take agreements
02:58A good example of such cooperation
03:00is that
03:01a global conglomerate
03:03which produces
03:04electric locomotives
03:05a company called Alstom
03:07a European conglomerate
03:08more than 15 years ago
03:10decided to open a factory
03:12here in Kazakhstan
03:13in Astana
03:14and it has been a success
03:15since then
03:16Our 100% subsidiary
03:18Kazakh Railways
03:19have provided
03:20a firm off-take
03:22to Alstom
03:23and as of today
03:25this factory
03:28exports
03:29its electric locomotives
03:31to nearby countries
03:32such as
03:33Azerbaijan
03:33Uzbekistan
03:34Mongolia
03:35By the way
03:36we recently visited
03:37the Alstom facility
03:39in Astana
03:40Let's have a look
03:41Kazakhstan's
03:44logistics network
03:45is growing
03:45According to the
03:46Ministry of Transportation
03:47auto freight
03:48to Europe
03:49is up by 8.5%
03:50since 2023
03:51with railway transit
03:53volumes reaching
03:5328 million tons
03:55Some investors
03:56have already seized
03:56the opportunities
03:57such as the
03:58170 million euro project
03:59between Alstom
04:01and the Kazakh
04:01oil fund
04:02Samruk Kazana
04:02which involves
04:03modernizing railway signaling
04:05and producing
04:06low-carbon locomotives
04:07for Kazakhstan
04:08and beyond
04:08The company credits
04:10Samruk Kazana's
04:10strategy as crucial
04:11to establishing
04:12their business
04:13in Kazakhstan
04:13In fact
04:14they provide
04:15two key things
04:15The first one
04:16is that they
04:17provide a framework
04:17which is stable
04:19and clear
04:19for a long period
04:20of time
04:20and within
04:21this framework
04:22it enables us
04:23to localize
04:24activity
04:25instead of
04:26going to the market
04:27because we don't
04:28have visibility
04:28of where we're going
04:29The off-take
04:31contract of Samruk
04:32gives you a view
04:32over a certain
04:33number of years
04:34of where you're going
04:35and what you can do
04:37and cannot do
04:38in a given country
04:39Kazakhstan is the only country
04:41where Alstom produces
04:42full-cycle electric locomotives
04:43With over 450 units made
04:45Alstom plans to introduce
04:47six-wheeled locomotives
04:48by 2029
04:49to improve container transport
04:51between ports
04:52We are an investor
04:53so we lack stability
04:54and these off-take agreements
04:56are providing
04:57just this stability
04:58over a long period
05:00of time
05:01for importing
05:02and starting
05:02to deliver products
05:04from Kazakhstan
05:05in Kazakhstan
05:05Samruk Kazanah
05:06and Alstom
05:07are now expanding
05:07their railway partnership
05:08preparing to export
05:10wide-gauge locomotives
05:11widely used
05:12across the CIS market
05:13Your own analysis
05:17suggests
05:17that government involvement
05:19in the economy
05:20can hinder investment
05:21yet as a state-owned fund
05:23Samruk Kazanah
05:24is key to facilitating
05:25investment projects
05:26in Kazakhstan
05:27How do you reconcile that?
05:29All the big names
05:30which we bring into the country
05:31all the strategic investors
05:33which we bring into the country
05:34and with whom we do the JVs
05:36and with whom we produce
05:38products of the added value
05:39we rely on local contact
05:41we rely on local
05:43small and medium-sized enterprises
05:44therefore
05:45it's a win-win for both
05:47for Samruk Kazanah
05:48for foreign strategic partner
05:50and for the country in general
05:52for our SME
05:53Well, Mr. Zhukupov
05:54thank you so much
05:55for carving out the time
05:56out of your busy schedules
05:57It was my pleasure
05:58Thank you
05:59So where do investments
06:02into Kazakhstan come from?
06:04By far the largest investment
06:05comes from the European Union
06:0743%
06:07followed by Russia
06:09with 22%
06:10then South Korea
06:10and China
06:11with 7% and 6%
06:13Here is how
06:14the chief economist
06:15at the European Bank
06:16of Reconstruction and Development
06:17Beata Jaworczyk
06:18commented on this topic
06:20Kazakhstan has enjoyed
06:24an increase in FDI flows
06:26particularly in greenfield projects
06:29What's interesting about these flows
06:32is that they have come
06:33from a range of countries
06:35both from Western countries
06:37as well as from countries
06:39pursuing multi-vector
06:41geopolitical policies
06:44investment has benefited
06:46not only the extractive sector
06:49but also Kazakhstan
06:51registered inflows
06:52into food and beverages
06:54in business services
06:56in financial sector
06:57and in transport
06:58And that's going to be helpful
07:02in terms of promoting
07:03diversification of the economy
07:06and structural transformation
07:07What are your projections
07:09about Kazakhstan's economy
07:10in the near future?
07:11Last year
07:12Kazakhstan experienced
07:13a robust growth
07:15driven by non-oil sector
07:17Unemployment was at a historical low
07:20Public investment
07:21was also helping stimulate growth
07:24This year
07:25we expect to be even better
07:27with growth above 5%
07:29Oil sector
07:31is going to be helpful
07:33Next year
07:34there will be
07:35a modest slowdown
07:37but still
07:38the economy growing
07:39at a good clip
07:40Mind you

07:44of East-West Connect
07:45we're focused solely
07:46on non-oil and gas investments

07:50as we dive into
07:51the significance
07:51of Central Asian fossil fuels
