00:09A Comelec memo dated April 24 states that the project indicated a disbursement amount of 5 billion pesos and implementation period until 2028.
00:20One of Comelec's conditions is that the rice program must not include giving out social aid or medical and burial assistance.
00:27Comelec Chairman George Garcia adds in the memo that the concerned local government must still ask for approval from the poll body regarding the subsidy rate.
00:36He also says rice distribution must happen in public areas, with media and interest groups allowed to freely access these locations.
00:44Agriculture Secretary Francisco Chula Orell Jr. had announced a 20 pesos per kilo rice program in the Visayas after a private meeting with regional governors and President Ferdinand Marcos Jr.
