00:00Inspector Scott was the tactical duty officer at the Eastern Suburbs Police
00:04Area Command on the 13th of April 2024. At the time of being assigned to the
00:10call she happened to be in the vicinity of Bondi Junction undertaking other
00:14duties having made her way around various
00:18police stations that morning. Inspector Scott entered Westfield at 3.37 p.m. and
00:2514 seconds. So going back a step she was the first unit to respond at 3.35 p.m.
00:33She happened to be in that area attending to other duties and she entered
00:39Westfield as soon as she humanly could at 3.37 p.m. and 14 seconds. Without waiting
00:48for backup she immediately entered Westfield Bondi Junction where she was
00:52directed by civilian bystanders to go up the escalator to level 5 because they
00:58had seen Mr Couchy just enter the escalator. Inspector Scott then started a
01:03foot pursuit of Mr Couchy with the assistance of the bystanders who were
01:08directing her. Inspector Scott told the bystanders to stay behind her but to
01:13show her where he had gone. Inspector Scott's foot pursuit continued to the
01:17sky bridge on level 5. At that time Mr Couchy paused and turned around. At 3.38 p.m. and 12 seconds
01:27Inspector Scott ordered Mr Couchy to drop the knife. He didn't do so and she
01:32drew her firearm. She then had the situational awareness and presence of
01:37mind to direct a woman who was sheltering behind a pot plant with her young
01:41children to get away from the range of fire and to run. She also moved bystanders
01:47back behind her to protect them and she repeatedly directed Mr Couchy to drop the
01:52knife. She was mindful of him and everybody else around her to make sure
01:56that they weren't killed by a stray bullet if she had to engage him. Seconds
02:01after she'd given those directions Mr Couchy then began to run towards Inspector
02:06Scott at speed and downhill. At 3.38 p.m. and 33 seconds Inspector Scott fired three
02:13shots from her police issued firearm. Two of those three bullets struck Mr Couchy in
02:19the shoulder and the neck causing him to collapse on the floor only six metres or
02:24so in front of Inspector Scott.
