Cebu launches P20/kilo rice program
Cebu launches its P20-per-kilo rice program at the Provincial Capitol on May 2, 2025, marking the official start of the initiative with a ceremonial cooking event. Agriculture Secretary Francisco Tiu Laurel Jr. led the preparation and tasting of the rice, joined by suspended Cebu Gov. Gwendolyn Garcia, Tourism Secretary Christina Frasco, and Cebu City Mayor Raymond Alvin Garcia. The rice, sourced from the National Food Authority, is now available to the public at a subsidized price. Gov. Garcia clarified that the program was not a form of vote buying, as it allows the public to purchase the rice directly. The initiative is being rolled out in other municipalities, with local agriculture offices overseeing distribution.

00:00It's not a Yuda.
00:30I don't know what I said about it.
00:32I guess it's up.
00:34Huling, uh,
00:36Tusatan
00:38at aking mga
00:40music, uh,
00:42social status
00:44and copyright.
00:46Anong nangasagun ko na niya,
00:48parang,
00:50after today, after mission.
00:52May I just say,
00:54because I know na grabe yung glamour ng mga tao.
00:56I really
00:58read the
01:00mission, na-publish yung sa
01:02Philippine, ay sa inquire,
01:04na-exempted ito 20 peso
01:06per kilo
01:08with certain provisions.
01:10First of all, it should not be,
01:12it should be done in a public place.
01:14Second,
01:16of course, it is sold. It is not given.
01:18Iba yung ayugang
01:20nagbibigay ka ng rice.
01:22Ito, bibili nila
01:24po 20 pesos.
01:26Mga tao, it should not be done in the presence
01:28of political candidates.
01:30And, I asked for a
01:32kind of clarification
01:34from...
01:36The LGU should get an exemption.
01:38Now, I asked for a
01:40clarification from Chairman George
01:42Garcia himself.
01:44And he said,
01:46those are the conditions.
01:48But, since Cebu
01:50has an existing
01:52Subo Mercadong Barato,
01:54for which we did ask for an exemption,
01:56it's already an existing program.
01:58ongoing program.
02:00Na, we are selling the rice
02:02at mapaba na,
02:04hindi lang na maabutan yung 20.
02:06Ngayon, pwede na.
02:08At saka, we are also
02:10helping the farmers sell their own products.
02:12Much like what is going on sa Kainan.
02:14In every town,
02:16in every city,
02:17in the entire province of Cebu,
02:18that is an ongoing program.
02:20And that is why,
02:22I got it from the Chairman,
02:24Mr.
02:25Na,
02:26for the province of Cebu,
02:28pwede naman,
02:29this program can go.
02:31Ng'y ibang governors,
02:32pwede naman din hindi na
02:34excel.
02:35Because,
02:36ang hirap naman na,
02:38eager na, eager na yung
02:40mabutan
02:41pwede.
02:42Especially,
02:43especially,
02:44as a clean bucket.
02:46Kung blake-lake,
02:47beli sila ng 500.
02:48Ano,
02:49kaabot din na 5 kilos,
02:51hindi nga.
02:52E ngayon,
02:53sa 200 nila,
02:5510 kilos lang.
02:57Kung ano ang mas saving nila
02:58from their weekly budget
03:00for rice
03:01that can be spent for life,
03:03necessary and basic expenses.
03:08So,
03:09that is why I really here,
03:12Kasi, alam mo naman, the country ko dito yung mga Visayas Governors, and they asked me to clarify.
03:20Because, let us not prolong the suffering of the Filipino people.
03:26They've been waiting for this to end every day is precious to them.
03:34So, hindi ko lang, hindi, ano ka, hindi, ano ka, hindi, ano ka, hindi, ano ka, hindi, ano.
03:41But these were the problems that said, we can go on with an ongoing program.
03:47There are other Governors who could request one extension, and directly to the office of Chairman and President.
03:55That's the very, very rare time that I dared to call.
04:01.
04:06But I said, please, please, please, this is about, because I'm trying to speak out for,
04:12you know, millions of Filipinos that have been waiting for this.
04:16And that is going to at least improve their present situation.
04:22.
04:27Yes.
04:28Under SMB, under SMB as a sub-americanum.
04:31This is the first exemption.
04:34Would you recommend the same to the other provinces?
04:40Yes.
04:41Yes.
04:42Yes.
04:43Yes.
04:44Yes.
04:45Yes.
04:46Yes.
04:47Yes.
04:48Yes.
04:49Yes.
04:50Yes.
04:51Yes.
04:52Yes.
04:53Yes.
04:54Yes.
04:55Yes.
04:56Yes.
04:57Yes.
04:58Yes.
04:59Yes.
05:00Yes.
05:01Yes.
05:02Yes.
05:03Yes.
05:04Yes.
05:05Yes.
05:06Yes.
05:07Yes.
05:08Yes.
05:09Yes.
05:10Yes.
05:11Yes.
05:12Yes.
05:13Yes.
05:14Yes.
05:15Yes.
