00:12to appear before you today.
00:14I am deeply honored and humbled
00:16to be nominated by President Trump
00:18to serve as United States Ambassador
00:20to the Dominican Republic,
00:22and am grateful for the trust President Trump
00:24and Secretary Rubio have placed in me
00:26to lead our mission in Santo Domingo.
00:28I would like to take a moment to express my deepest condolences to the people of the Dominican Republic
00:34who are still mourning the loss of loved ones following the tragic accident at a well-known nightclub in Santo Domingo last month.
00:42I would like to recognize my four beautiful children, Christian, Isabella, Maria Soledad and Xavier,
00:48who are here with me today, my parents Miguel and Pilar, who are watching from their home in Arizona,
00:54my siblings and all of my dear friends who have kept me in their prayers.
00:58I come before you today a product of the American dream.
01:03My father was born in Superior, Arizona, a copper mining town where he grew up in poverty,
01:08working odd jobs to help his parents make ends meet when he wasn't at school,
01:12where he stood out as a star Little League baseball player.
01:16At the age of 18, my father enlisted in the U.S. Air Force, where he served for nearly 30 years,
01:21rising to the rank of E9, the highest enlisted rank.
01:26His military service took him early in his career to Madrid, Spain, where he met my mother.
01:31My mother was born in post-Civil War Spain to a family that had been pursued relentlessly
01:35during the Spanish Civil War by the Communists,
01:37who targeted her parents for their devotion to their country and to their Catholic faith.
01:42Together, my parents are the most patriotic Americans I've ever known.
01:46They transcended poverty through hard work and faith in God,
01:50raising my siblings and me to never forget the blessing of having been born citizens of this great country,
01:55to serve our country, and to remain faithful to God.
01:59Thanks to my father's military service, I grew up living abroad,
02:03where I developed a deep understanding of the importance of our country's leadership around the world,
02:07with clear-eyed focus on the vital national interests of the United States.
02:12After completing my graduate studies, I joined the clandestine service of the CIA,
02:17hoping to continue my family's tradition of serving our country abroad
02:20in pursuit of peace, strength, and prosperity for the United States.
02:25After years of service at CIA, I came to Capitol Hill,
02:29where I served as Senior Foreign Policy Advisor on the Western Hemisphere
02:32to the then-Chairman of the House Foreign Affairs Committee.
02:35After some time in the private sector, President Trump has given me
02:39the most incredible opportunity to once again serve my country.
02:43If confirmed, my primary focus as ambassador will be to advance President Trump
02:48and Secretary Rubio's foreign policy priorities of ensuring a safer, stronger,
02:54and more prosperous United States.
02:56As Secretary Rubio noted while visiting the Dominican Republic during his first official trip abroad,
03:02the United States and the Dominican Republic share a robust, dynamic relationship.
03:08More than 2 million Americans of Dominican heritage reside in the United States,
03:12and 5 million U.S. tourists visit the Dominican Republic every year.
03:17The United States enjoys a more than $5.5 billion trade surplus with the Dominican Republic,
03:23with more than $30 billion in annual trade between our countries.
03:27These connections provide a strong foundation for collaboration on key issues that impact both of our nations.
03:35Among my top priorities, if confirmed, will be to work closely with the Dominican government
03:39to enhance border security and curb illegal immigration to the United States,
03:43while stepping up the work we already do together to disrupt the operations of drug cartels
03:48and transnational criminal organizations.
03:50And importantly, I will work tirelessly to counter the Chinese Communist Party's influence
03:55in the Dominican Republic and throughout the hemisphere.
03:59In addition, if confirmed, I will make the morale and professional growth of all members of the U.S. mission
04:04to the Dominican Republic a key priority, especially among first and second tour officers.
04:10Serving one's country, being a good steward of taxpayer resources,
04:14representing the beauty and strength of our great country abroad is honorable,
04:19and I hope to help cultivate, value, and strengthen the dedicated cadre of the men and women of the foreign service.
04:26In closing, I am deeply honored by this nomination and am grateful to this committee for its consideration.
04:31If confirmed, I commit to working closely and respectfully with this committee,
04:36the administration, and my counterparts in the Dominican Republic
04:39to advance the President's foreign policy objectives.
