India Today, reporting from ground zero, shows how civil defence personnel are being trained to protect themselves and the civilians from any potential attack from Pakistan, amid heightened tensions between India and Pakistan.

00:00We've spread out our reporters. We're getting you ground reports now from across the country
00:05to give you a sense of what exactly these drills will look like in your city, in your district.
00:10Samarth is joining us live from Lucknow.
00:13Samarth, is Lucknow one of the areas where we're going to be seeing the mock drills tomorrow
00:17and what are the kind of preparations for that?
00:23The rehearsal for the mock drill is on in the state camp.
00:27...and they are awaiting the citizens to how to safeguard them if aerial attack happens from Pakistan.
00:36And if you see the visuals out here, you can clearly get the sense that how the civil defense people have been assembled at this particular place
00:42and they are being alarmed. They also got the sirens with them, the people of civil defense,
00:46so that they can, you know, turn out the sirens and alert the public out here.
00:51And if you see the visuals out here, at any time, they'll be blowing this particular siren.
00:58And once the siren is on, you'll see how the people of the civil defense will be alerted out here.
01:06And you can clearly see these particular sirens will be started and once the voice will come out,
01:11the people at that particular end will get serious and will get into action in an attempt to save the people out here.
01:19And these are the people from civil defense who are ready for this particular action and see this particular face.
01:25The siren will be happening now and that's the siren, that's the alert by the civil defense.
01:31You can clearly see the voice which is coming out, that's the voice, that's the voice coming from the siren.
01:40That's the voice coming from the siren.
01:42As you can see, the speed, the volume is increasing, the volume, as far the volume is increasing, the people are getting light.
01:48Now there's picture number two out here, where you can see a lot of civil defense people and also the normal,
01:55the normal, normal citizens out here.

02:11And I must mention here that this is just the rehearsal, the mock drill is gonna be more and more serious
02:19because currently the civil defense people are being trained at Ground Zero to protect themselves from any aerial attack coming from Pakistan.
02:30And at that time, the Indian Army, Navy and Air Force is all set to take on Pakistan.
02:35The government is making efforts to save the citizens and that's why these attempts are being made with the help of civil defense, the administration and police.
02:44This is the police line area and you can see how people are saving themselves by going down on the ground and closing their ears as well.
02:54And you can clearly get the sense from Ground Zero, India TV is showing you the mock drill happening out here with a lot of policemen.
03:01There are people from administration out here in large, large numbers out here and this is that particular siren which you saw.
03:09This particular siren, when this man turned that particular clock on, the voice came in.
03:14So you can clearly see that they are splitting the people out here.
03:21What kind of sirens are you alerted? What kind of sirens are you doing?
03:24If it's a slow wind, it means that it's going to be a fire attack.
03:29Now you can see, it's going to be a fire attack.
03:31It means that the fire attack has postponed and you have to do your workers.
03:36Now, for the workers' work, the civil defense people have to do their work.
03:41So you can see, now the work of safeguarding the citizens has started.
03:45That means what the person was saying, bachaaf ka karya.
03:48And now this is happening where the people from civil defense will be saving the citizens.
03:53And you can see that this will be lighted up now.

04:13And now to in a way douse this fire, these kind of blankets, the wet blankets are covered are coming to douse this particular fire.
04:22And you see how this fire has been doused.
04:25There wasn't an alarming situation.
04:27Any vehicle, any building was torched.
04:29And even a civilian, any civilian was torched with the aerial attack.
04:33Citizens themselves can wet that particular blanket and put it out, put it down to douse the fire.
04:40And you can clearly get the sense how these pictures and these preparations are in a way, this is just the rehearsal.

04:49And you can get the sense how the people out here are saving each others and using this particular blankets as well.

05:02We are saving each other.
05:05Now, now, now.
05:06People are saving themselves.
05:07See, if anybody gets injured, if anybody gets injured, then how the people from civil defence and even the locals from Lucknow or the different districts will save.
05:18And these pictures clearly tell the story how they will be saved.
05:23A blanket has covered one particular civilian out here.
05:26And now he is being taken to the hospital.
05:29Wherever the nearby hospital is, that person will be taken like this.
05:34So, not just that.
05:35If you see there, women are also participating in large numbers out here.
05:41You can see the people, somebody got fainted and want to get themselves saved.
05:46And then this person is fainted.
05:48And the fainted person, this is the way they are taking away these particular persons out here.
05:54And now the women, that's how the women will save each other by taking.
05:58See, another fainted example where a man is being fainted and now taken on the back of the shoulders.
06:03And then moving upwards.
06:05And all of these are being shown as someone is moving towards the hospital.
06:10And see the visuals out here.
06:11This person is fainted as per the rehearsal.
06:14And they are using the whistles as well to clear this particular space.
06:18So, using these whistles, they are also clearing the area towards the hospital.
06:24So, they are giving the example of how if someone gets fainted or someone gets injured by any aerial attack, then you can clearly get the sense how they will be assembled at one particular area.
06:42And how the doctors team will come up or they will be taken to the nearby hospital so that the operation, so that the particular health check-up must happen out here.

06:52They are also using different techniques.
06:54So, you can clearly see that they have been instructed to how to, see another picture, another picture out here.

08:04From ground zero, if a person gets injured or gets fainted
08:08by any such attack, by the aerial attack, by the enemy,
08:12the civil defence people are awaiting the citizens of Uttar Pradesh
08:15and Lucknow as well.

08:20That how this place converted into a short medical camp.
08:25We saw the, we show the pictures of the area where the attack happened.
08:29And now we are showing the pictures of a place,
08:31which was converted shortly into a medical camp.
08:35Where doctors team reached at the spot and giving the medical checkup.
08:38And also activating those who got injured or who got fainted
08:44by the aerial attack.
08:45Because it's also a psychological pressure
08:48whenever war-like situation happens
08:50and whenever you see such missiles or such aerial attacks happen.
08:53That's why to be aware by whatsoever comes in,
08:56this is the duty of civil defence
08:58and also the citizens of this country.

09:03He also wants to help us understand
09:05in different parts of the country,
09:07how is this mock dream already being prepared?
09:09After all, if there is another place more important
09:12than Jammu Kashmir right now,
09:14it's India's capital city, New Delhi.
09:16Let's take a look.
09:17As tension escalates between India and Pakistan,
09:21the Indian authorities have asked the states
09:23and union territories to prepare for a mock drill on 7th May.
09:26The mock drill will focus on the air raid siren alert
09:30in the significant places around 244 districts
09:34across the country.
09:35Subsequently, mass evacuation of the people,
09:37which will be helped by the SDRF, the NDRF,
09:40the civil defence, the volunteers, the NCC,
09:43the scout and guide.
09:45Being as a war correspondent,
09:47as I have seen in Ukraine,
09:48as I have seen in Israel, in Lebanon,
09:52the countries which have often fought the war,
09:55there are particular air alert system.
09:59In that case, these countries have made already bunkers
10:03and if there are no existence of these bunkers,
10:05they use the shelters the moment they hear this air siren.
10:09So here during the mock drill practice,
10:12it will be focused how the air siren system works.
10:15Quite immediately, the air force, the radars,
10:18they detect hostile projectiles coming towards your nation.
10:21The air siren will immediately alert the authorities
10:24and the administration.
10:26The first priority will be to evacuate people to the safer side.
10:29Now, what happens in a country where there is often threat of the projectiles coming,
10:32as we see the Houthis firing long ballistic missiles in Israel.
10:37Earlier, it was Hamas used to fire short range rockets in southern rockets
10:41and sometime also targeting the central Tel Aviv.
10:43Here in India, since we do not a war nation,
10:46there are no such bunkers are made.
10:49But there are natural, as the experts say,
10:51who understand this structure,
10:53who say that there are structures
10:55which can work as a natural shape of bunker.
10:58So the moment there is an air siren raid,
11:00what is advised by the expert,
11:02if you hear this raid,
11:03immediately run towards a shelter,
11:05not exactly in an open area
11:07because whenever the explosion takes place of the rocket,
11:10the sharpness could hurt.
11:11So what is advised is to go as deep as possible in such covers,
11:16like in a concrete wall which are extremely thick
11:19and totally cornered and covered.
11:21In that case, that can minimize the impact
11:23of the explosion of the rocket attack.
11:26So when you hear these siren raids,
11:28what happens in many countries,
11:29the people immediately run to the subways
11:32because right after the air siren raids,
11:34you barely get a few seconds
11:36and that's some alarm
11:37and immediately when the evacuation orders,
11:39what happens in these countries,
11:40that people immediately rush to these subways
11:44or the basement.
11:45These areas can also be potentially helpful
11:48during the mock drills.
11:49If there is an air attack,
11:50if there is a projectiles come in,
11:52rocket attack or the fighter just targeting
11:54the installations,
11:55the people can also,
11:56as it happens in many countries,
11:58the people can also take shelter in these subways
12:01because they are extremely strong
12:03and as we see the,
12:04you know, the lack of the ton of the weight
12:06passing through over it,
12:07these areas also work as a safe center.
12:09So there are advices being given by the experts
12:12that since we do not have a bunkers made
12:14for or ready for such kind of a target
12:17or the conflict, escalating conflict,
12:20we have certain structures
12:22which are potentially helpful
12:24to minimize the threat
12:26of being after the aerial attack,
12:28after the projectile strike,
12:29after the rocket attack
12:30or the missile attack
12:31which can help a large number
12:33of the civilians
12:34to save from the deadly attack.
12:37And that's what say that
12:38since we do have
12:39these kind of structures
12:41that could be helpful
12:42during these kind of escalation.
