The heaviest rain targets parts of Texas, Louisiana, and Arkansas early in the period, then shifts eastward, bringing persistent downpours to areas from the Gulf Coast to the Carolinas and up through the Northeast. Rainfall totals surpassing 1 inch or more are expected in many areas, with flash flooding possible where storms repeatedly pass over the same regions.
