00:00Six people, including one national of Nepal, causing the largest number of civilian casualties
00:06in a terrorist attack in India since the 26th November 2008 attacks in Mumbai.
00:13The attack in Pahlgaam was marked by extreme barbarity, with the victims mostly killed
00:18with headshots from close range and in front of their families.
00:24Family members were deliberately traumatized through the manner of the killing,
00:28accompanied by the exhortation that they should take back the message.
00:3323 million tourists visiting the valley last year.
00:37The calculation presumably was that harming growth and development in the Union territory
00:42would help keep it backward and create fertile ground for continued cross-border terrorism from Pakistan.
00:50The manner of the attack was also driven by an objective of provoking communal discord,
00:55both in Jammu and Kashmir and the rest of the nation.
00:59It is to the credit of the government and the people of India that these designs were foiled.
01:05A group calling itself the Resistance Front has claimed responsibility for the attack.
01:11This group is a front for the UN-proscribed Pakistani terrorist group Lashkar-e-Taiba.
01:17It is notable that India had given inputs about the TRF in the half-yearly report
01:23to the monitoring team of the UN's 1267 Sanctions Committee in May and November 2024,
01:31bringing out its role as a cover for Pakistan-based terrorist groups.
01:36Investigations into the Pahlkam terror attack have brought out the communication notes of terrorists
01:43in and to Pakistan.
01:46The claims made by the Resistance Front and their reposting by known social media handles
01:52of the Lashkar-e-Taiba speak for themselves.
01:56Identification of the attackers based on eyewitness accounts
02:00as well as other information available to law enforcement agencies
02:04has also progressed.
02:06Tribe terrorists enjoying impunity there.
02:09In addition, Pakistan has been known to willfully mislead the world
02:13and international forums such as the Financial Action Task Force on this issue.
02:18The Sajid Mir case in which this terrorist was declared dead
02:22and then in response to international pressure brought back to life,
02:26found alive and arrested is the most glaring example.
02:30The latest attack in Pahlkam, it was deemed essential
02:34that the perpetrators and planners of the 22nd April attack be brought to justice.
02:41Despite a fortnight having passed since the attacks,
02:44there has been no demonstrable step from Pakistan
02:47to take action against the terrorist infrastructure on its territory
02:52or on territory under its control.
02:54Instead, all it has indulged in are denials and allegations.
02:59Our intelligence monitoring of Pakistan-based terrorist modules
03:03indicated that further attacks against India were impending.
03:09There was thus a compulsion both to deter and to preempt.
03:14Relatory, proportionate and responsible.
03:18They focused on dismantling the terrorist infrastructure
03:21and disabling terrorists likely to be sent across to India.
03:25You would also recall that the Security Council on 25th April 2025
03:31had issued a press statement on the Pahlkam terror attack,
03:35underlining, and I quote,
03:37the need to hold perpetrators, organisers, financiers and sponsors
03:42of this reprehensible act of terrorism accountable
03:46and bring them to justice, unquote.
03:49India's latest actions should be seen in this context.
03:53Joining me for this briefing on our actions earlier this morning
