00:00I am deeply honored and humbled to be nominated by President Trump to serve as United States Ambassador to the Dominican Republic
00:07and am grateful for the trust President Trump and Secretary Rubio have placed in me to lead our mission in Santo Domingo.
00:14I would like to take a moment to express my deepest condolences to the people of the Dominican Republic
00:20who are still mourning the loss of loved ones following the tragic accident at a well-known nightclub in Santo Domingo last month.
00:27I would like to recognize my four beautiful children, Christian, Isabella, Maria Soledad, and Xavier, who are here with me today,
00:36my parents, Miguel and Pilar, who are watching from their home in Arizona,
00:40my siblings, and all of my dear friends who have kept me in their prayers.
00:44I come before you today a product of the American dream.
00:49My father was born in Superior, Arizona, a copper mining town where he grew up in poverty,
00:54working odd jobs to help his parents make ends meet when he wasn't at school,
00:58where he stood out as a star Little League baseball player.
01:02At the age of 18, my father enlisted in the U.S. Air Force, where he served for nearly 30 years,
01:08rising to the rank of E9, the highest enlisted rank.
01:12His military service took him early in his career to Madrid, Spain, where he met my mother.
01:16My mother was born in post-Civil War Spain to a family that had been pursued relentlessly during the Spanish Civil War by the Communists,
01:24who targeted her parents for their devotion to their country and to their Catholic faith.
01:28Together, my parents are the most patriotic Americans I've ever known.
01:33They transcended poverty through hard work and faith in God,
01:36raising my siblings and me to never forget the blessing of having been born citizens of this great country,
01:41to serve our country, and to remain faithful to God.
01:45Thanks to my father's military service, I grew up living abroad,
01:49where I developed a deep understanding of the importance of our country's leadership around the world,
01:53with clear-eyed focus on the vital national interests of the United States.
01:58After completing my graduate studies, I joined the clandestine service of the CIA,
02:03hoping to continue my family's tradition of serving our country abroad
02:06in pursuit of peace, strength, and prosperity for the United States.
02:10After years of service at CIA, I came to Capitol Hill,
02:15where I served as Senior Foreign Policy Advisor on the Western Hemisphere
02:18to the then-Chairman of the House Foreign Affairs Committee.
02:22After some time in the private sector,
02:24President Trump has given me the most incredible opportunity to once again serve my country.
02:29If confirmed, my primary focus as Ambassador will be to advance President Trump
02:34and Secretary Rubio's foreign policy priorities of ensuring a safer, stronger, and more prosperous United States.
02:42As Secretary Rubio noted while visiting the Dominican Republic during his first official trip abroad,
02:48the United States and the Dominican Republic share a robust, dynamic relationship.
02:53More than 2 million Americans of Dominican heritage reside in the United States,
02:58and 5 million U.S. tourists visit the Dominican Republic every year.
03:03The United States enjoys a more than $5.5 billion trade surplus with the Dominican Republic,
03:09with more than $30 billion in annual trade between our countries.
03:13These connections provide a strong foundation for collaboration on key issues that impact both of our nations.
03:20Among my top priorities, if confirmed, will be to work closely with the Dominican government
03:25to enhance border security and curb illegal immigration to the United States,
03:29while stepping up the work we already do together to disrupt the operations of drug cartels
03:34and transnational criminal organizations.
03:36And importantly, I will work tirelessly to counter the Chinese Communist Party's influence
03:41in the Dominican Republic and throughout the hemisphere.
03:44In addition, if confirmed, I will make the morale and professional growth
03:48of all members of the U.S. mission to the Dominican Republic a key priority,
03:53especially among first and second tour officers.
03:56Serving one's country, being a good steward of taxpayer resources,
04:01representing the beauty and strength of our great country abroad is honorable,
04:05and I hope to help cultivate, value, and strengthen the dedicated cadre
04:09of the men and women of the Foreign Service.
04:11In closing, I am deeply honored by this nomination
04:14and am grateful to this committee for its consideration.

04:22the administration, and my counterparts in the Dominican Republic
04:25to advance the President's foreign policy objectives.
