00:35These are bills that have been passed by Congress in the closing days of the Biden administration.
00:39They pushed through a large number of rules and regulations that really hurt ordinary Americans, including in their own homes.
00:47So the first of these is H.J.R. 20.
00:49This is a bill that repeals Biden-era regulations relating to consumer water heaters, consumer gas-fired water heaters.
00:58Who was in charge of this one?
01:00This is Gary and myself, sir. Gary Palmer sponsored it.
01:03This bill specifically saves a factory in my district.
01:07300 Georgians will continue to have their jobs as soon as you sign that.
01:11Mr. President, this rule was issued on Christmas Eve, thinking that we wouldn't be keeping up with what the Biden administration was doing.
01:20But we moved quickly to get this bill in.
01:22And this was on gas heaters.
01:24It was banning natural gas.
01:26Isn't that ridiculous?
01:28And how were you supposed to get your heat then? Through electric?
01:31Through electric, yeah.
01:33Was that basically electric heat, which isn't as good?
01:39Crazy.

02:24This is the same basic idea, but this relates to walk-in coolers and freezers and other refrigeration devices.
02:31This is, again, last-minute Biden-era regulation that hits ordinary Americans hard.
02:36And what do they do?
02:38They put in...
02:40Sorry.
02:40Increased the energy efficiency requirements for walk-in coolers and freezers, and therefore putting an undue burden on businesses across the country.
02:48Everything from restaurants to pharmacies, you know, hospitals were all...
02:54To a point where it didn't work.
02:55In other words, they made the restrictions so strong that it didn't work.
02:58And it was going to cost them so much money to actually meet the energy efficiency standards, which didn't really save much money.
03:04So this is going to actually help our small businesses across the country, Mr. President.
03:08Many manufacturers would have had to close stop lines, shut down entire lines of businesses.
03:22And I just want to say, rescinding these, this was done days before.
03:27Days before you took office, they pushed through these regulations.
03:31They didn't think about the cost to businesses.
03:33They didn't put American interests first.
03:35They didn't put American businesses first.
03:37I am so grateful we finally have a president who's not only walking back these insane, burdensome regulations that are ultimately going to cost us Americans and American businesses,
03:48but that you are thinking about the next generation.
03:51And as we're leading into Mother's Day, some of us are trying to parent and serve this country at the same time.

04:26Again, this is a rescission of a Biden-era regulation,
04:29in this case relating to energy conservation standards for household appliances and certain consumer products.

04:52Look, this is helping fight inflation, because the burden on appliance manufacturers is going to drive up the cost of them producing household products,
05:03which means that when you go buy a washer, dryer, any appliance, it was going to drive up the cost for consumers.
05:09It reduces consumer choice, but in the bottom line, we've been trying to fight inflation.
05:15This fights inflation.
05:16This helps take the cost out of producing these products that Americans need every day.
05:20And when you think, when you add all this up, it's one regulation here, one regulation there.
05:25They always say it's de minimis, but when you add it all up, it costs a lot to American consumers, and this is fighting back.
05:30And it's not as good.
05:31And it's not as good.
05:32Not nearly as good, not nearly as efficient, and more costly.
05:36Other than that, it's wonderful.

07:09Mr. President, an airline said today that a 10% baseline tariff on all countries is here to stay.
07:17Yeah.
07:17Even after the deal is done.
07:18Does that mean that countries offering zero tariffs won't get reciprocity?
07:22You are going to always have a baseline.
07:25I mean, there could be an exception at some point.
07:27We'll see.
07:27Somebody does something exceptional for us.
07:30That's always possible.
07:31But basically, you have a baseline of a minimum of 10%.
07:34And some of them will be much higher, 40%, 50%, 60%, as they've been doing to us over the years.
07:42We had a wonderful deal yesterday.
07:45We have four or five other deals coming immediately.
07:47We have many deals coming down the line.
07:49And ultimately, we're just signing the rest of them in.
07:52But we always have a baseline of 10%.
07:55And then specifically on the possibility of an increase in taxes on wealthier Americans, what do you say to conservative Republicans who argue that this is an increase on small business owners?
08:07Well, what we're doing is we're actually, if we ever did that, it would only be, and from what I hear, people would love to do it, rich people.
08:16I would love to do it, frankly.
08:17But what we'll do is they'll go around saying, oh, this is so terrible.
08:21What you're doing is you're giving up something up top in order to make people in the middle income and the lower income brackets save more.
08:30So it's really a redistribution.
08:33And I'm willing to do it if they want.
08:36I would love to be able to give people in a lower bracket a big break by giving up some of what I have.
08:42But I'll tell you, a lot of people say don't do it because of the fact that you have the Bush statement about read my lips.
08:50But he lost because of Ross Perot.
08:51He didn't lose because of that statement.
08:53And then on the saltwater.
08:54But I don't think they're going to be doing it, but I actually think it's good politics to do it where richer people give up.
09:00And it's a very small, it's like a point.
09:03But they give it up to benefit people in a lower income.
09:06And then on the salt tax credits, Mr. President, there are some Republicans who say,
09:12why is it that these 45 other states should be paying taxes to alleviate the tax burden of New York?
09:20It's only because those states are behind, very badly behind.
09:24And those people were affected very badly.
09:27And, you know, the sad part is oftentimes they were affected badly because you had bad management in those states,
09:32like in California with Newsom and, you know, people.
09:36So you had some bad management.
09:38But that's being worked on now.
09:40And they may do a piece one way or the other.
09:42It's a very complex issue.
09:45But I think I think it's being worked out.
09:47I think it's going to be where it has not been settled yet.
09:49But they'll settle it up pretty quickly.

09:53What parameters have you given Scott Besson on negotiating with China this weekend?
09:59We have to make a great deal for America.
10:01Are you going to be disappointed if he comes back without a deal?
10:05No, not at all.
10:06Because we already made a great deal.
10:08We're not doing business with China right now.
10:10Is that your relationship with China?
10:12We lost one trillion dollars last year with China.
10:17One trillion.
10:17So if you're not going to do business with them, you're not going to lose one trillion dollars.
10:21But we lost.
10:22I just want I want China to do great.
10:24You know, I'm very friendly with President Xi.
10:26I have great respect for him and for China.
10:28But we can't continue to allow them to do what they did.
10:32When I was president, they paid hundreds of billions of dollars in tariffs and taxes.
10:37And then Biden screwed it all up.
10:39What he did to this country between the border and between all of the other problems, the wars, everything.
10:45What he did to this country should never be forgotten.
10:48But one of the things he did is the trade was so bad and so imbalanced.
10:51So I think we're going to come back with a fair deal for both China and us.
