The video, which could not be independently verified by Reuters shows the devastation.
A woman curses Syrian President Bashar al-Assad. The International Red Cross says hundred of people have died in Homs since February. They hope to help evacuate trapped civilians if both sides agree to a request for a pause in the fighting.
Western nations, some Gulf countries, and Turkey are seeking Assad's removal from power, but are wary of intervention. Meanwhile, Russia, China and Iran have protected Assad from a tougher international response.
