Honduran Gov't Budget Concentrated in President's Hands

The Honduran congress will be revising the 2016 general budget, which the government must submit no later than September 15. President Juan Orlando Hernandez will be responsible for exercising 65% of the US$7.7 billion budget, and health, education, and public investment are expected to come up short as the government seeks to use funding to boost its image.
