Tillerson urges Russia to be 'constructive neighbor of Europe'

Secretary of State Rex Tillerson re-commits the United States to opposing Moscow's "aggression" against European countries and urges Russia to be "a constructive neighbor of Europe." Tillerson also urges European countries " to meet the two percent of GDP target for defense spending".
