Dog Playing in Puddle Gets Scared of His Leash Following Him

Billy and Robert, two cute dogs, went on a walk in their neighborhood following Hurricane Nicole's passage through Florida to observe the storm's aftermath. Billy snatched his leash from his owner's hands to go ahead while playing in a puddle. But as soon as the leash started to circle him, he got really scared. Robert also made efforts to calm him down, but was unsuccessful. Billy continued to try to flee from it out of terror, and got really confused as to why this leash monster was still following him.
